Job description

ARS is seeking an experienced Acquisition Program Manager to support Department of Defense (DoD) acquisition programs through all phases of the acquisition lifecycle. The ideal candidate will provide comprehensive program management support including requirements development, schedule management, risk assessment, and stakeholder coordination for the Legacy Tanker program at Tinker AFB. This role requires expertise in DoD acquisition processes, analytical methods, and program management best practices to ensure successful program execution and compliance with government regulations. Candidate must possess a TS/SCI clearance.

Responsibilities include:

  • Apply DoD acquisition processes and analytical methods to improve acquisition effectiveness and compliance
  • Develop and draft acquisition documentation including requirements, plans, and strategies
  • Support key acquisition events including System Requirements Reviews, Design Reviews, and Configuration Audits
  • Establish and maintain program databases and develop/analyze key program metrics
  • Develop and integrate risk management plans and strategies
  • Track technical metrics and report program status to leadership
  • Perform analyses to support program strategy decisions and courses of action
  • Support requirements document development through the Joint Capabilities Integration and Development System (JCIDS) process
  • Translate user requirements into Request for Proposal (RFP) documentation
  • Support capability planning processes and Capability Review and Risk Assessment (CRRA)
  • Promote the use of Modeling, Simulation & Analysis throughout the acquisition lifecycle
  • Integrate intelligence information to ensure cross-enterprise capabilities planning
  • Prepare Data Item Descriptions (DIDs), Contract Data Requirements Lists (CDRLs), and respond to data calls
  • Develop technical data and inputs for milestone approval packages
  • Coordinate and participate in integrated program reviews and conferences
  • Track appropriation and allocation of funds to ensure efficient execution
  • Develop, analyze, report, and maintain program schedules and metrics
  • Apply Earned Value Management (EVM) principles to evaluate program health
  • Interface with external organizations including headquarters, major commands, and test agencies
  • Support Director's Action Group processes including Execution Reviews and acquisition reports
  • Participate in Integrated Product Teams (IPTs) and Process Improvement Working Groups
  • Other duties as assigned

Qualifications/ Technical Experience Requirements:

  • Must be US Citizen 
  • Advanced Degree (MA/MS) with 12+ years of experience in program management, including 5+ years in DoD; OR Bachelor's Degree (BA/BS) with 15+ years of experience in program management, including 5+ years in DoD
  • Possess TS/SCI clearance.
  • Strong knowledge of DoD acquisition processes and regulations
  • Experience with program scheduling tools such as Microsoft Project
  • Ability to analyze and communicate complex program information effectively
  • Familiarity with Earned Value Management principles
