Job Description

USAC’s target compensation range for a new hire into this position is $87,000 - $115,000 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission. We are currently seeking an experienced, dynamic and collaborative professional to serve as an Associate Manager of Program Management on our Lifeline team. Reporting to the Manager of Program Management you will be:

  • Working in a creative and fast-paced environment, the Associate Manager of Program Management will oversee a team responsible for the development, enhancement, and implementation of processes and procedures related to the support of USAC programs.

Working in a creative and fast-paced environment, the Associate Manager of Program Management will either oversee and/or perform the below duties within a program or in support of enterprise and program support functions. Among others, your responsibilities will include the following:

  • Manage staff dedicated to areas that could include program verification, implementation, funding, disbursement processes, enterprise supports, and program support functions. 
  • Troubleshoot and provide reporting on program participant issues and complaints.
  • Create and maintain operational performance metrics and analyze results.
  • Create, review and maintain functional processes and procedures.
  • Develop, revise, and enhance processes and procedures related to program design, implementation, funding, and disbursement.
  • Streamline and align processes and procedures.
  • Ensure program quality to mitigate waste, fraud, and abuse.
  • Crosstrain staff with other program teams.
  • Work with IT to develop and enhance program technology.
  • Establish relationships with internal and external stakeholders to deliver effective services and products.

 

 

About You


The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the Lifeline Program.


  • Bachelor’s degree and/or relevant technical training and certifications.
  • Five (5) to Seven (7) years of directly related experience. 
  • Must have Three (3) to Five (5) years in a fast-paced Operations environment.
  • Zero (0) to Two (2) years of management or internal operational/technical leadership experience.
  • The ability to work in high-pressure situations.
  • Demonstrate strong interpersonal skills and have strong verbal and written communication skills. 
  • Excellent analytical and proven problem-solving skills.
  • The ability to develop talent and manage performance.
  • The ability to identify and implement continuous process improvement.
  • Proficient in the Microsoft Office suite (Word, Excel, Outlook, PowerPoint, Visio).


Supervisory Responsibilities:

Associate Manager tasks that include, but are not limited to: 

  • Developing performance metrics
  • Evaluating staff performance
  • Providing guidance and oversight to staff
  • Establishing task priority
  • Managing staff projects
