This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


The Division of Early Childhood Workforce is dedicated to providing infrastructure and leadership for recruiting, retaining, and growing a diverse and highly competent early care and education workforce that implements high-quality early learning programming across Colorado’s unique local contexts and communities. The division is responsible for supporting both ongoing and temporary initiatives to ensure the continuous growth and development of the early childhood workforce and supporting local infrastructure, including the Colorado Shines Quality Improvement System (QRIS), the local Early Childhood Council system, the Professional Development Information System (PDIS), the Early Childhood Professional Credential (ECPC), the Regional Coaching Network, Recruitment and Retention Initiatives, Training and Instructional Design, Family, Friend, and Neighbor (FFN) initiatives, the Expanding Quality in Infant Toddler Care (EQ) initiative along with the comprehensive efforts to improve compensation and benefits across the diverse mixed-delivery workforce. The division develops, delivers, and empowers relationship-based learning opportunities directly and through multiple partners across the state. The Division of Early Childhood Workforce includes the following three units: Professional Learning and Design Unit, Registry and Career Pathways Unit, and Strategy and System Leadership Unit.


Description of Job


What you’ll be doing: 

This position is the sole authority for the Quality Improvement System (QIS) enhancements from a Salesforce perspective. This includes understanding Salesforce functionality, defining proposed enhancements based on user feedback and the Division’s strategic plans, prioritizing enhancements based on program budget and priorities, and supporting the design of the system as it supports the long-term vision of CDEC’s quality improvement system.

This position supports spending and tracking within the Colorado Shines Quality Improvement Module (QIM), which is part of the Quality Rating and Improvement System within the Salesforce system. This position will support and administer the implementation of the Colorado Shines Quality Improvement module as a support for training, vendor management, reporting, help desk, data collection, and communication. As part of the QIM, providers have access to an approved vendor pool that may offer discounts on goods or free shipping, among other benefits. To be listed, vendors must go through an approval process and sign an MOU agreement with the State of Colorado. This position will administer and support this process. In addition, this position will serve as system product administrator for the Colorado Shines quality improvement system, which supports the application, tracking, and awarding of Colorado Shines levels.


Additional position duties include, but are not limited to:

  • Ensuring that the functionality of the Colorado Shines Quality Improvement system (QIS) aligns with the Department and Division goals for the early childhood workforce.

  • Defining the strategic vision of the QIS at a broad level and creating the short- and long-term enhancement plans for QIS based on that vision. This may include implementing novel, leading-edge concepts.

  • Understanding cost/benefit analysis and how funding can be best used to drive initiatives to meet goals.

  • Managing the QIS enhancement process at all stages. This requires a high level of project management experience, including balancing multiple competing projects.

  • Managing all non-technical content of the site, such as Knowledge Articles, and ensuring content is accurate and up to date. 

  • Follow up with BITS System Admin on bugs and report on recurring challenges.
  • Collaborate with the BITS and Product Teams to define and prioritize system enhancements;  

  • Report on updates and gather information from users via the State TA Day calls or user task groups as needed;

  • Maintain user information (QI Navigators, Grant Leads, etc);

  • Work with BITS System Admin on report creation for users as needed and reporting for spending record reporting; and 

  • Create instructional guides and resources to support Colorado Shines Quality Improvement System (QIS) users.

  • Other duties as assigned
