Job description

Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

  • You will coordinate the response to design-build submittals, construction, contractor technical questions, shop drawing submittals and design revisions.
  • You will analyze structural needs to determine types of facilities or systems most suitable to meet specific structure requirements.
  • You will compose technical correspondence to communicate A-E designs, plans, and objectives to management officials, staff, and customers.
  • You will serve as technical expert and perform design analyses and calculations for specialized structural projects.
  • You will be responsible for the preparation of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types.

Qualifications

This position has a Selective Placement Factor (SPF). You must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing structural engineering analysis and expertise for designs on a wide range of complex projects on new and existing facilities; 2) Preparing work drawings and technical specifications for the structural portion on construction projects; 3) Performing field investigations to verify and document existing conditions as a basis for the design for new/existing projects; 4) Providing technical specifications and assisting with detailed labor and material cost estimates for use in obtaining project funding for bid evaluation; and 5) Managing assigned projects from cradle to grave for adherence to budget, schedule, and quality standards. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Physical Demands: The work is primarily sedentary. Occasional physical effort such as walking, standing, bending, carrying of light items, or driving an automobile will be required. No special physical effort or ability is required to perform the work. Predominantly travels within the Echelon IV AOR. Work Environment: Although the majority of work is performed in an office setting, occasionally visits various organizations and construction sites to verify existing conditions, evaluate programs and share/provide information. During these occasional visits, physical activity is required such as walking, climbing or bending in the performance of fieldwork. May encounter occasional exposure to conditions at construction sites requiring normal safety precautions.
