Description

Cogent Security is seeking a highly detailed and strategic Program Analyst to support the National Nuclear Security Administration’s (NNSA) Office of Civil Nuclear Cooperation and Engagement. This role is central to supporting the implementation of 123 Agreements for peaceful nuclear cooperation and managing related administrative and licensing processes.

 

Key Responsibilities

  • 123 Agreement Implementation: Support NNSA’s implementation of agreements for peaceful nuclear cooperation (123 Agreements), including serving as the point-of-contact for nuclear material transfer information exchanges, drafting Administrative Arrangements (AA), and resolving implementation issues with the Department of State and the NRC.
  • NMMSS Collaboration: Partner with the Nuclear Material Management & Safeguards System (NMMSS) to reconcile foreign obligations accountancy discrepancies.
  • Bilateral Program Support: Support the implementation of NA-244’s Bilateral Physical Protection Assessment Program.
  • NRC Export Licensing: Participate in the executive branch’s review of NRC export licensing, including reviewing applications and coordinating DOE/NNSA views.
  • Programmatic Coordination: Interact with U.S. Government interagency partners, foreign governments, and DOE national laboratories; prepare presentations, papers, and civil nuclear cooperation studies.
Requirements

 Minimum Qualifications

  • Master’s degree (preferred) in public administration, public policy, international relations, or related fields.
  • Professional experience: 4+ years with a master’s degree, 6+ years with a bachelor’s degree
  • Current DOE Q or Top Secret Clearance.
  • Superior communication, organizational, interpersonal, and writing skills.
  • Ability to engage with international and USG interagency counterparts on technical and nonproliferation topics.
  • Proven project and/or program management skills.
  • Ability to provide full-time in-person support in Washington, DC.

 Desired Qualifications

  • Experience with DOE/NNSA.
  • Experience with export control, including Nuclear Suppliers Group and NRC Part 110 licensing.
  • Experience with implementing international agreements.
  • Experience with nuclear material accounting (NMMSS familiarity preferred).
