The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

 

We have an immediate need for a Technical Program Analyst to provide onsite support out of Arlington, VA.


Responsibilities

DARPA/STO is seeking a candidate to provide technical program management and execution support to the DARPA PM with ongoing efforts. The candidate will support program execution, stakeholder integration, and technology transition activities. This includes bridging advanced technology development with Intelligence Community (IC) priorities, evaluating adversary industrial base trends, overseeing contract execution, coordinating with Joint Force and national agency partners, and preparing/delivering executive-level program briefings.


Qualifications

Required:

  • Bachelor’s degree in a relevant technical, analytical, or strategic field
  • Active TS/SCI clearance
  • 7+ years of relevant operational or technical experience in military intelligence, dynamic targeting, or national security program support
  • Formal training or operational qualification in Joint Targeting, Weaponeering, and Combat Assessment (e.g., Joint Targeting School or equivalent)

  • Experience with dynamic system targeting concepts and nodal approaches e.g. counter-C5ISR, counter-logistics, counter-terrorist networks

  • Demonstrated experience serving as a liaison to the Intelligence Community (IC) and integrating national-level intelligence priorities into operational or technical projects

  • Able to work fully onsite based on client needs
  • Travel to support program operations up to 15%

Desired:

  • Active Special Access Program (SAP) eligibility
  • Master’s degree in Policy Analysis, economics, or a related field
  • Direct experience with DARPA project management, technology demonstrations, or transition planning with partners such as OSD SCO, and Combatant Commands
  • Knowledge of counter-C5ISRT, space/counter-space operations, and contested environment operational concepts
  • Proficiency in Microsoft Office Suite (including advanced PowerPoint presentation skills)
  • Strong communication skills—both written and oral—with a demonstrated ability to translate complex intelligence and technical concepts for senior defense decision-makers
  • Strong organizational skills with the ability to multi-task and respond to urgent, time-sensitive requests

Pay Range Information

Elements of the compensation package include competitive base pay and variable compensation opportunities. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $150,000.00/Yr. - USD $175,000.00/Yr.
