About This Role:

This position will provide oversight and supervision to the Developmental Disability (DD) Program Manager(s) and their teams in compliance with regulatory requirements and the organization's vision and values, monitoring performance measures, direct service hours, record keeping, billing, hiring, progressive discipline, expenditures, and use of staff resources. Collaborates with DD Program Manager(s) and supervisors to ensure documentation is completed in an accurate and timely manner and ensures compliance to policies, directives, procedures, and applicable federal and state laws and regulations. Clearly communicates changes and expectations to staff, ensuring staff receives needed training and supervision.

Key Responsibilities

Provide strategic leadership and operational oversight for community-based developmental disability programs.

Supervise and mentor Program Managers and professional staff.

Ensure high-quality, recovery-oriented, person-centered clinical services.

Develop, implement, and evaluate programs that meet the needs of individuals in the community.

Collaborate with internal leadership and community partners to improve service delivery.

Establish and maintain clinical standards, quality assurance measures, and regulatory compliance.

Develop and implement interagency partnerships and collaborative agreements.

Participate in organizational planning, policy development, and continuous quality improvement initiatives.

Recommend and support personnel actions including recruitment, performance management, and staff development.

Monitor program performance, budgets, and outcomes to ensure effective and efficient service delivery.

Minimum Requirements:

  • Bachelor’s degree in human services.
  • 5 years as Qualified Intellectual and Developmental Disability Professional (QDDP).
  • 5 years’ experience working with DD population.
  • 5 years’ experience in comprehensive interagency program/system development and managing the provision of services.
  • 5 years’ supervisory experience in clinical supervision of professional staff from multiple disciplines.

Preferences:

Ideal candidates will have experience:

  • Master’s degree in human services
  • Managing a Developmental Disability program with limited resources.
  • Comprehensive knowledge of Developmental Disability population including co-occurring issues, services including DD waiver, best practices, and regulatory requirements.
  • Understanding of federal and state mandates for implementation of increased, integrated community- based services and supports of choice for individuals served.
  • Ability to work with stakeholders at all levels to develop strategies to meet expectations and monitor agency and provider compliance.
  • Knowledge of government contracting requirements and ability to implement procedures for compliance.
  • Ability to understand financial reports and make decisions within budgetary constraints and according to purchasing requirements.
  • Knowledge of grants and contracting policies, practices, and procedures.

Special Requirements:

Must possess a valid driver's license; Must pass DMV record check; Must pass TB test; Offer of employment is contingent upon the candidate passing a fingerprinted-based national criminal history record check. Child Protective Services Requirements: Effective 1999, mandated by the Department of Behavioral Health and Developmental Services 12VA35-105-400 rules and Regulations for Licensing Providers by the Department of Behavioral Health and Development Services related to Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglect maintained by the Department of Social Services.

Work Schedule: Monday through Friday 

Starting Salary Range: $104,500.50 - $167,193.00
