OHR’s Occupational Medical Services (OMS) Section is responsible for providing best in class occupational medical services to promote the health, wellness, and productivity of the County workforce. OMS provides occupational medical services to all County employees, onboarding pre-employment evaluations, and disability case management.

OMS is also responsible for the administration and management of the County’s Americans with Disabilities Act (ADA) accommodations, ADA job reassignment program, instructor-led trainings, return-to-work exams, light duty, worker’s compensation case monitoring, functional capacity exams, pre-employment exams, parental leave program, drug-free workplace programs, federal Department of Transportation drug and alcohol programming and training through the Employee Assistance Program (EAP), Family and Medical Leave Act (FMLA), and the joint Sick Leave Bank between UFCW Local 1994 MCGEO and the Montgomery County Government.

WHO WE ARE LOOKING FOR
The Office of Human Resources (OHR); Occupational Medical Services (OMS) Section is seeking an experienced and innovative full-time Program Manager I to provide program and operational support for the County’s employee medical clinic.

The Program Manager’s primary focus will be with the County ADA disability program and all required tasks associated with the program to include frequent onsite in-person and virtual trainings. Assess accommodation requests in coordination with the County’s Disability Program Manager and contract clinical team, recommend effective accommodations, work with the County team to procure technology, equipment and/or auxiliary aids for accommodations, when needed, and provide follow up to ensure established accommodations are effective. There will be some oversight of the OHR Occupational Medical Services Team to include, but not limited to, monitoring contract performance, leading operational program(s) and/or managing work that involves data analysis and monitoring operational compliance to include state, federal, and County regulation, law, and/or policy. The selected candidate must have a full understanding of EEOC Title II.

 

Position Duties

The role of this position directly contributes to and impacts the operation and mission of OMS to provide a healthy, available workforce, which promotes Montgomery County resident customer satisfaction.

  • Ensure compliance in the work associated with supporting the ADA disability program. This work includes tracking, monitoring, reporting, responding to and assisting with program workflow for medical transactions, trainings for OMS services and programs (virtual and on-site), County worker’s compensation, light-duty assignments, and return-to-work.

  • Conduct needs assessment to evaluate individual employee needs for accommodations – interactive process.

  • Maintain accurate records documenting accommodations, services, and compliance efforts.

  • Collaborate with IT, Facilities, and EEO staff related to accommodation implementation.

  • Prepare reports on accommodation requests and compliance.

  • Support to provide direct resources, and guidance to employees with disabilities. 

  • Report and assist with resolution of complex operational problems that impact service delivery and productivity. 

  • Analyze, identify, and evaluate potential operational alternatives, outcomes of proposed actions, and submit recommendations in support of program goals. 

  • Assist with maintaining medical record integrity for the County, to include oversight of imaging process for medical record documents in accordance with to HIPAA principles and standards.

  • Propose solutions and resolve daily challenges from employees and departments regarding OMS services.

  • Serve as the initial point of contact for employees with disabilities and communicating with departments, supervisors, and managers through the interactive process for implementation of accommodations, when applicable as defined under EEOC Title II.

Minimum Qualifications

Experience: (3) Years of Medical Administration and/or Disability Leave Management experience. 
With a Minimum of (2) Years of experience in a medical office or healthcare setting.

Education: Graduation from an accredited college or university with a bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.

Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.

Tuition Assistance & Student Loan Forgiveness

Free Mass Transit Benefit

County employees are entitled to use the RideOn Bus service for free with a valid County-employee ID. This benefit can be used any time of the day or evening, including weekends. We also offer a pre-tax flexible spending account to reduce the cost of other mass-transit options such as MARC trains and Metro.

Reduced Child and Health Care Costs
