Title: EMS Program Specialist (Human Services Program Coordinator)


State Role Title: Prog Admin Specialist II


Hiring Range: $66,950 - $80,000


Pay Band: 5

Job Duties


This position is located in Richmond, VA. It will eligible for 1-2 days of telework per week, but will be expected to be in office the other 3-4 days of the week.

Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor


Minimum Qualifications


• Knowledge of program planning, research, evaluation, and quality control methods.
• Experience providing technical assistance related to program development and analysis.
• Experience in conducting research, including data collection, analysis, and dissemination.
• Ability to interpret and implement data collection and reporting requirements.
• Experience leading complex research or related projects.
• Ability to develop reports, manage electronic data, and create effective data visualizations.
• Skilled in presenting information clearly and effectively.
• Strong communication skills, verbal and written, to provide leadership, set priorities, facilitate collaboration, and effectively convey information to others.
• Current Nationally Registered Paramedic
• Current Virginia EMS Educator Coordinator Certification
• Current experience as an EMS provider, educator, or EMS program administrator


Additional Considerations


• Experience participating in or coordinating EMS education programs or continuing education activities
• Working knowledge of Virginia EMS Regulations (12VAC5-31) related to EMS education and certification
• Experience with credentialing, regulatory compliance, or certification processes
• Experience using electronic systems or databases to track education, certification, or regulatory documentation
