Engineering Manager (CN)

Job Purpose

         This job objective is to care both site maintenance and Engineering projects    , and also care process safety management in plant .  The main purpose of this job is :

• Maintain the facilities machine running smoothly to meet operation requirements ;
• Improve machine performance, including reliability, efficiency and running cost
• Develop and implement maintenance procedure and maintenance plan
• Manage projects on cost, quality, schedule and safety.
• Manage plant PTW system ( Permit to work system) and MOC system (Management of change)
• Mange plant process safety ,  manage risk  based PSM ( Process safety management )
• Be SRE  (Site responsible engineer)

Key Accountabilities

• Co-ordinate and conduct HSE awareness programs where Engineering is concerned, including conducting regular safety & operability audits of site to ensure compliance with corporate and statutory requirements. Create, improve & implement related procedures in daily works & ensure they are done in safe manner & zero incident goal achieved.
• Acts as SRE to ensure all engineering activities & LEPs are complied with corporate requirement & achieve target score during audit.
  Develop and implement an annual plan for safe and cost effective maintenance of all the company assets to ensure their efficient utilization and minimum downtime, including properly identify & prepare spares & successfully implement PPM/TPM in the site as one of the key departments.
• Create financial and resource plans for the maintenance of the site assets, managing the work carried out and spares purchased to achieve the agreed budgets
• Assist other departments in the creation and maintenance of procedures for the safe operations of all company equipment.
• Manage the calibration program for equipment such that all calibration and maintenance are completed and records kept as required by statutory and ISO9000
• Participate in the creation of long term site development plans and assist with the construction and commissioning of projects during the implementation of these plans Continuously improve procedures and leveraging best practices to ensure all activities are carried according to statutory and corporate requirements
• Participate in the recruitment, objective setting, annual appraisals and work reviews of engineering staff
• Create & maintain documentation system, create & maintain Asset Management system.
• Manage plant PTW system ( Permit to work system ),Mange plant MOC system (Management of change),Manage plant process hazard ( Hazard study or HAZOP)
• Follow all the HSE&S regulation of company , reach the HSE&S setting target .

Experience

• Education : Bachelor and above in a major field of science, engineering or technical on Process Engineering, Manufacturing Engineering, Industrial Technology, either in Chemical or with the certificated safety engineer.
• Above 10 years working experience in engineering of MNC or JV, familiar with automatic/batch production, minimum 3 years in the management position
• Must be familiar with chemical industry HSE&S regulations & laws
• Strong troubleshooting, root cause analysis, and other advanced analytical skills
• Good ability to establish, coach, and lead team
• Set and implement high standard
• Understand change management in chemical plant
• Fully understand permit to work system in chemical plant
• Understand HI & RA in chemical area
• As the majority of the company engineering documents and procedures are in English the jobholder must be fluent in written and spoken English.
• The jobholder is responsible for liaison with external government bodies e.g. power bureau & technical supervision bureau etc… to maintain the necessary approvals for the licensed operation of the site.
