Oracle Health Federal Learning Certification Program Manager

As a Program Manager on the Oracle Health Federal Learning team, you will lead the development, implementation, and ongoing management of a certification program designed to prepare trainers and adoption coaches, to support end-user training and go-live at-the-elbow support for federal healthcare clients. This role is responsible for ensuring certification standards, processes, tools, and governance are clearly defined, consistently applied, and aligned to federal client deployment expectations.

You will partner with Federal Learning leadership, project teams, curriculum owners, trainers, adoption coaches, and other internal stakeholders to manage certification requirements, track associate readiness, identify gaps, and support continuous improvement of the program. This includes coordinating certification milestones, maintaining program documentation, monitoring completion and quality metrics, and ensuring associates are prepared to facilitate training, support onsite client events, and provide effective adoption support in complex client environments.

The ideal candidate is an experienced program leader with strong organizational, communication, and stakeholder management skills. This role requires the ability to manage cross-functional work, drive accountability, and support consistent execution across multiple teams and deployment timelines.

Key Responsibilities

  • Lead the planning, coordination, and management of the Federal Learning certification program for trainers and adoption coaches.

  • Support the development and maintenance of certification standards, processes, governance, tools, and program documentation.

  • Manage certification milestones, timelines, dependencies, risks, and reporting across multiple cohorts or deployment needs.

  • Partner with learning leaders, curriculum teams, trainers, adoption coaches, and project stakeholders to ensure certification expectations are clearly communicated and consistently applied.

  • Track associate progress through certification requirements and provide visibility into readiness, gaps, risks, and completion status.

  • Coordinate certification activities such as orientation sessions, practice facilitation, evaluations, remediation plans, readiness reviews, and final certification decisions.

  • Support quality assurance efforts to ensure certified associates are prepared to facilitate end-user training and provide go-live at-the-elbow support for federal healthcare clients.

  • Identify process gaps, operational barriers, and opportunities to improve certification efficiency, consistency, and learner readiness.

  • Develop and maintain dashboards, reports, trackers, and communications to support leadership visibility and decision-making.

  • Collaborate with stakeholders to align certification activities with deployment timelines, training schedules, go-live readiness, and federal client expectations.

  • Facilitate program meetings, status reviews, risk discussions, and stakeholder updates.

  • Support change management for updates to certification requirements, learning methodologies, tools, or deployment expectations.

  • Ensure program materials and processes comply with Oracle policies, client requirements, and applicable security, privacy, and compliance standards.

  • Promote consistency, accountability, and continuous improvement across the certification program.

  • Perform other responsibilities as assigned.


Basic Qualifications

  • 8+ years total combined work experience, including people management, operational management, consulting management, project or program management

  • Bachelor’s degree or equivalent relevant work experience.

  • Experience managing complex programs, projects, or operational initiatives across multiple stakeholders.

  • Experience coordinating training, learning, certification, readiness, implementation, or adoption-related programs.

  • Strong organizational skills, including the ability to manage timelines, milestones, dependencies, risks, and reporting.

  • Experience working with cross-functional teams and influencing stakeholders without direct authority.

  • Strong written and verbal communication skills, including the ability to prepare leadership updates, status reports, and stakeholder communications.

  • Proficiency with Microsoft Office tools, including Outlook, Excel, Word, and PowerPoint.

  • U.S. citizenship and ability to obtain and maintain required federal security clearance, as required by client contract.

Preferred Qualifications

  • Experience with Oracle Health/Cerner solutions or electronic health record implementations.

  • Experience supporting federal healthcare clients or large-scale healthcare technology deployments.

  • Experience with trainer certification, facilitator readiness, adoption coaching, learning quality assurance, or workforce readiness programs.

  • Project Management Professional certification or equivalent project/program management experience.

  • Experience developing dashboards, trackers, readiness reports, or operational metrics.

  • Familiarity with adult learning principles, training facilitation, adoption support, or go-live support models.

Expectations

  • Manage certification program activities in alignment with federal deployment timelines and business priorities.

  • Work collaboratively with leadership, project teams, trainers, adoption coaches, curriculum owners, and operational stakeholders.

  • Maintain accurate program documentation, tracking, reporting, and communication.

  • Support additional or irregular hours as needed and allowed by local regulations.

  • Follow Oracle and client security, privacy, and compliance policies and procedures.

  • Perform additional responsibilities as assigned.

US: Hiring Range in USD from: $91,400 to $187,000 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
