Role Summary
The HR & Payroll Specialist is a critical internal role responsible for managing the day-to-day human resources and payroll functions at Destructable. This role supports the full employee lifecycle — from onboarding and benefits administration to payroll processing and compliance — and serves as the primary HR point of contact for field and office employees alike. The ideal candidate is an organized, detail-oriented HR professional who is comfortable wearing multiple hats in a fast-growing company and has a genuine passion for supporting people.
Key Responsibilities
Payroll Administration
- Process bi-weekly or weekly payroll accurately and on time for a multi-state workforce using Paylocity
- Audit timecards, verify hours, and resolve discrepancies with supervisors prior to each payroll run
- Administer per diem, expense reimbursements, and prevailing wage calculations as applicable
- Maintain payroll records, garnishments, tax withholdings, and direct deposit information in compliance with federal and state requirements
- Prepare and submit certified payroll reports (WH-347) for prevailing wage and Davis-Bacon projects as needed
- Coordinate year-end payroll activities including W-2 preparation and distribution
Human Resources
- Manage the full onboarding process for new hires including offer letters, background checks, drug screenings, I-9 verification, and Paylocity onboarding workflows
- Maintain accurate and current employee records, personnel files, and HR documentation
- Administer employee benefits including medical, dental, vision, and 401(k) coordinate enrollment, changes, and terminations with carriers
- Serve as the first point of contact for employee questions regarding pay, benefits, policies, and HR matters
- Support the offboarding process for separating employees including final pay, benefits termination, and COBRA notifications
- Assist with job postings, applicant tracking, interview scheduling, and offer letter preparation
- Maintain and update the employee handbook, HR policies, and standard operating procedures as needed
Compliance & Multi-State Administration
- Ensure compliance with federal and state employment laws across all states where Destructable operates
- Maintain workers' compensation policies, manage claims, and coordinate with carriers across multiple states
- Track and manage employee certifications, training records, and license renewals
- Support unemployment claim responses, employment verifications, and other third-party HR inquiries
- Stay current on changes to employment law, payroll tax requirements, and HR best practices across operating states
General HR Support
- Partner with leadership team on HR initiatives, culture, and organizational development
- Assist with disciplinary documentation, performance improvement plans, and termination processes
- Maintain confidentiality and discretion in all HR and payroll matters
- Support special projects and HR reporting as assigned by leadership
QualificationsRequired
- 5+ years of experience in a combined HR and payroll role or HR generalist position with significant payroll responsibility
- Hands-on experience processing multi-state payroll
- Proficiency with HRIS and payroll platforms — Paylocity experience strongly preferred
- Working knowledge of FLSA, FMLA, ADA, and multi-state employment law
- Strong attention to detail and ability to meet recurring deadlines with accuracy
- Excellent written and verbal communication skills
- Ability to handle sensitive and confidential information with discretion
- Proficiency in Microsoft Office including Excel, Word, and Outlook
Preferred
- Experience with Davis-Bacon / prevailing wage certified payroll
- PHR, SHRM-CP, or FPC certification
- Experience supporting a field-based or multi-state workforce
- Familiarity with benefits administration and open enrollment processes
- Experience in construction, industrial, or energy industry HR
