Job Description


SoftDev has an opening for an IDIQ Program Manager, contingent upon contract award, providing management of task orders/ projects in direct support of contracts at the Center for Medicare and Medicaid Services, located in the Baltimore, MD.



The successful candidate will initiate, plan, execute, monitor & control, and close out multiple projects as assigned, coordinating across multiple IT functions in support of IT software and systems development and operations. The ideal candidate will have experience in managing various projects in IT software development, infrastructure and support functions including: applications hosting support; server operations and maintenance; security & operations support; enterprise data storage; workstation development and maintenance, high performance computing operations; and database administration support services.



The program manager must be experienced with developing and managing large IDIQ vehicles.




  • Manages technical, schedule, and cost performance of a major program, or multiple programs in accordance with contract requirements and company policies, procedures and guidelines.


  • Acquires follow-on business associated with assigned programs and for supporting new business development by leading proposals.


  • Oversees the development and execution of programs and is accountable for the quality and timely delivery of contractual items under the contract terms.


  • Serves as the point of contact with client, and performs day-to-day management of contract execution.


  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items.


  • Prepares proposal responses in accordance to IDIQ task order requirements and ensures timely delivery.


  • Prepares staffing plans, including skill and labor mix, to support contract operations.


  • Responsible for recruiting, interviewing, and hiring staff.


  • Develops and delivers required contract, project and/or financial reports and


  • deliverables timely and accurately.


Required Education/Skills:




  • Bachelor’s Degree and 10+ years related technical experience including 5+ years of program management experience.


  • PMP certified and ITIL Foundation certification are preferred.


  • Excellent written and oral communication skills


  • Experienced working/managing program(s) at CMS


  • Experience managing an IDIQ IT contract


  • Strong organizational, communication and leadership skills
