Destination/ Roadmap

On 28 November 2024, Qiddiya Investment Company (“Client”) has issued a request for proposal for the design, supply, construction, installation, operation and maintenance of Q-Shuttle and Park & Ride mobility services for the city of Qiddiya in KSA (“Project”).

Transdev, as lead member, in consortium with Nesma (Saudi based group) and Moventis-TCC (Spanish based operator), 2 two highly experienced local and global partners, has responded to the RFP by submitting a proposal on March 25, 2025. Below the participation interests of in the Consortium:

Transdev: 51%

Nesma: 30%

Moventis-TCC: 19%

Contextual Information

Overall, the Consortium has over 50-years of service delivery experience.

The Project is greenfield and will be delivered as follows:

Project consists of 2 services line (around 150 coaches/buses mainly electric):

  • Q-Shuttle Service (coaches): road-based regional service providing the connection from Riyadh to Qiddiya (total of 7 routes which will be delivered in 3 stages);
  • Park & Ride Service (buses): providing a first/last mile connection between Park & Ride and Resort Core (Six Flags & Aqua Arabia theme parks) for visitors to Qiddiya arriving by private vehicle or taxi.
  • Project Company will be the special purpose vehicle that will be set-up by the Consortium members (should the Consortium be awarded the Project) and that will establish a contractual relationship with the Client to deliver all works and services requirements throughout 10 years period.

Contractor will be responsible for:

  • Procure diesel and electric vehicle fleets for the Q-Shuttle and Park & Ride Service lines.
  • Procure and integrate the ITS in the respective fleet.
  • Design, construct, test and commission e-Depots, Charging Infrastructures and Welcome Centres and related ITS.
  • Operation and maintenance of all the above assets.

The Infrastructure Technical Lead is foreseen for the Mobilization Phase until Operations steady state stage to lead the design and development of the project infrastructure and reports to the Technical Project Manager.

As the Infrastructure Technical Lead, you will act as the central liaison between all stakeholders involved in the development of electric bus depot infrastructure and Welcome Centers. Your mission is to ensure the end-to-end delivery of electrical fleet and charging and electrical facilities – from design to commissioning – in alignment with the solution proposed in the bid and agreed with the Client.

You will play a pivotal role in planning, coordination, execution, and delivery, ensuring timelines, budgets, and quality standards are met while facilitating seamless integration with ongoing public transport operations

Key Responsibilities

You will be part of Executive Committee of the Project Company which will comprise of other key senior leaders in charge of delivery the Project.

Main missions of the Infrastructure Technical Lead consist in:

1.         Planning and Control

  • Develop and maintain detailed project schedules covering all infrastructure workstreams (design, permitting, civil works, electrical installation, testing & commissioning)
  • Define project milestones, critical paths, dependencies, and lead times — especially for long-lead components like grid connections and charging systems
  • Coordinate with contractors, utilities, and suppliers to align deliverables with the overall bus fleet deployment schedule
  • Translate technical scope into clear, time-phased plans that ensure the readiness of depots and infrastructure before operations commence
  • Supervise construction activities, ensuring contractors adhere to responsibilities and timelines.
  • Oversee the timely realization of power grid connections, liaising with utilities and network operators

2.         Budget Control and Cost Management

  • Prepare and manage infrastructure CAPEX budgets
  • Track actual expenditures against budget; flag and investigate variances.
  • Collaborate with procurement to ensure cost-effective sourcing of charging systems, civil works, and energy infrastructure.
  • Support value engineering and cost optimization efforts during design and construction phases

3.         Stakeholder and Project Coordination

  • Serve as the central coordinator between all stakeholders involved: electrical suppliers, building contractors, energy suppliers, bus OEMs, road works companies, and network operators
  • Ensure clear communication, alignment, and collaboration across all parties throughout the project lifecycle

4.         Commissioning & Handover

  • Lead and document the FAT (Factory Acceptance Test) and SAT (Site Acceptance Test) in collaboration with suppliers for both charging systems and buildings.
  • Manage the decommissioning and lease handover process at project completion, ensuring proper transfer to incoming concession operators.
  • Provide operational teams with the necessary training and knowledge transfer for a successful launch and long-term maintenance
  • Ensure that the equipment, company resources and general infrastructure of Q-shuttle services are properly maintained, especially with regard to Depot, Accommodation, and Welcome Centers

Required Education and Experience:

  • Degree in Engineering, Construction Management, or Electrical Engineering
  • Minimum 10 years’ experience in multi-stakeholder infrastructure projects, preferably in transportation, utilities, or energy.
  • Proven experience in construction supervision, project planning, and contractor management.
  • Familiarity with EV charging infrastructure, grid connections, and large-scale electrical installations is highly desirable.
  • Experience with Factory/Site Acceptance Testing (FAT/SAT) processes preferred
  • Excellent communication, organizational and stakeholder engagement skill

Skills

  • Strong understanding of electric mobility systems and infrastructure delivery in public transport environments
  • Proven experience in managing large-scale infrastructure projects, preferably in zero-emission transit
  • Skilled in cross-disciplinary coordination with engineering firms, energy suppliers, construction partners, and transport operators
  • Technically proficient in depot design, power systems, and charging infrastructure (AC/DC, high-voltage connections, etc.)
  • Familiar with permitting, grid connection timelines, and local compliance/regulatory frameworks
  • Able to manage project budgets, timelines, and risks effectively
  • Confident in reporting to senior management and public stakeholders on project progress and technical milestones
  • Committed to delivering high-quality, safe, and future-proof infrastructure solutions that support reliable public transport service
  • Strong organizational, interpersonal, and problem-solving skills.

Language

  • Excellent communication in English; knowledge of Arabic is an asset.
  • Job will be based in Riyadh (KSA) at the Consortium’s premises
