Program Manager - ITECH-FM
Location: National Capital Region / Type Work: On-site; telework is not anticipated
Position Summary
GC2IT is seeking an experienced Program Manager to lead contractor performance in support of the Defense Intelligence Agency's IT Enabling of DoD CI & HUMINT Functional Management effort. The Program Manager will oversee contract execution, personnel accountability, schedule and deliverable performance, customer coordination, risk management, quality control, and transition activities.
The successful candidate will provide leadership across a multidisciplinary team supporting enterprise IT modernization, functional management, data analytics, AI/ML-enabled capabilities, performance monitoring, enterprise repositories, and mission coordination for the Counterintelligence and Human Intelligence communities. This position is contingent upon contract award.
Key Responsibilities
- Manage contractor personnel, performance, processes, schedules, and outputs throughout the contract lifecycle.
- Ensure timely submission of contract deliverables and facilitate Government and stakeholder meetings.
- Develop and maintain the Program Management Plan, including resource management, risk management, quality control, master schedule, problem resolution, reporting procedures, and management structure.
- Prepare Monthly Status Reports addressing task progress, milestones, staffing, risk, financial performance, deliverables, issues, and security status.
- Lead Monthly In-Progress Reviews and provide program, staffing, financial, and deliverable updates.
- Coordinate ad hoc meetings, capability gap assessments, performance reviews, system evaluations, and strategic planning activities.
- Prepare meeting notes and after-action documentation.
- Lead transition-in and transition-out activities and support achievement of initial and full operating capability.
- Provide strategic advice, technical guidance, analysis, evaluation, and recommendations to Government stakeholders.
- Identify client needs and mission challenges and lead studies, surveys, and analyses to recommend solutions.
Required Qualifications
- Demonstrated experience in Program and Project Management.
- 5-10 years of specific experience initiating, supervising, and/or developing requirements from project inception through completion for complex or complex programs.
- Demonstrated ability to provide strategic advice and technical guidance to program and project personnel.
- Experience conducting detailed analysis and providing recommendations for program improvement, optimization, development, and maintenance.
- Ability to work independently with minimal Government oversight.
- Strong written and verbal communication skills.
- Experience supervising multidisciplinary technical personnel.
- Active Project Management Professional certification.
Education and Experience
- Bachelor's or master's degree with 8+ years of relevant subject-matter experience; or
- Specialized training with 10+ years of relevant experience; or
- Equivalent intelligence/academic experience.
