Situation in organization

Within the Project Organization, the Lead Interface Engineer is reporting to the Interface Manager

Job Location(s): CPP Office (Abu Dhabi, UAE) during Detailed Engineering Phase / SITE (Iraq) during Construction Phase

Job dimensions

The Lead Interface Engineer shall assist the Interface Manager on the following:

  • take care of the overall Management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule & commercial issues arising from such interfaces and changes
  • ensure that Interfaces Management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration

The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).

Activities

The job holder shall assist the Interfaces Manager:

  • with the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces.  This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/ Contractors.
  • Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.
  • Attend major interface meetings, internal and external with other entities of CSSP Project, Contractor representatives, Vendors, TotalEnergies specialists, Partner’s experts, etc. Lead interface and other technical meetings as required.
  • Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.
  • Consolidate and advise the Project Director and Technical and Project Control Managers of any risks specially schedule & commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change.  Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.
  • Preparing technical papers to support management positions for clarifications / decisions with regulatory authorities of host countries, other entities or partners.
  • Ensure that EPC Contractor implements required interface management system & resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.
  • Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.
  • Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.
  • Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.
  • Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).
  • In case of SIMOPS (phased delivery of the plant): propose solutions and participate to definition and resolution.

Context and environment

Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:

  • Site development and non-process facilities.
  • Ancillaries and buildings.
  • Seawater intake and outfall structures.
  • Material off-loading facility.
  • Seawater clarification, filtration and deoxygenating processes.
  • Chemical addition systems.
  • Shipping pumps.
  • Power Generation.
  • Utilities.

FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.

In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.

Accountabilities

  • Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). The job holder coordinates all interface and MoC matters, protecting the WI Project and COMPANY’s position with regards to all external interfaces and to internal interfaces between Contractors, and ensuring that changes are evaluated and executed for the overall benefit of the Project.
  • Accordingly, the job holder shall make the necessary coordination between all involved Contractors/parties and Company Teams and implement an agreed interface management procedure and methodology. She/He shall ensure the proper and timely follow-up and resolution of interfaces issues between the various involved parties documents. She/He must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with Project aspects to justify or reject the change.
  • A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.
  • The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.

Qualification:

  • Degree in Engineering

Experience:

  • 15 years of relevant experience in Industrial Projects.
  • A sound multi-discipline technical background complemented by a sound knowledge on Onshore Surveys campaigns and civil works experience.
  • Very good communication and interpersonal skills and capacity to work in a “transverse” organisation.
  • Mastering English is a must, knowledge of French and Arabic is a plus.
