Job description

The Provincial System Support Program (PSSP) is an active system partner that works closely with the Mental Health and Addictions Centre of Excellence (COE) at Ontario Health (OH) to implement provincial priorities and support the development of a comprehensive, connected mental health and addictions system in Ontario. PSSP engages health care providers across the province and offers practice change support to help them understand and deliver services in alignment with provincial policies and program expectations.

The Lead, Provincial Programs, is a senior member of the team and will work in a dynamic and face-paced environment and will lead provincial planning and execution for complex initiatives to advance provincial system priorities in alignment with the COE. 

The role will be accountable for fostering, maintaining, and enhancing strong working relationships and strategic business partnerships with senior and executive levels of management at CAMH, OH (COE, OH Regions, etc.), service providers and other interest holders. 

The role provides subject matter expertise and experience with key components of provincial programs (e.g. program design, implementation, change management, sector engagement, performance monitoring).

This role will be required to travel to CAMH or CAMH partner sites as required by business needs.

Responsibilities

Key Responsibilities include:

  • Act as a lead and subject matter expertise in assigned clinical and/or health system areas of mental health and addictions

  • Lead the strategic design and execution of implementation of complex provincial programs related to mental health and addictions system planning and/or clinical programs 

  • Provides expert strategic advice on quality improvement, change management, stakeholder engagement activities, and leads the application of these strategies to enable the successful and sustainable implementation of large complex provincial programs across the province 

  • Lead in developing presentations, analyses, readiness/needs assessments, reports, and briefing notes, meeting/event assessments and other documentation to meet the needs of diverse audiences 

  • Supervise and mentor indirect staff assigned to project team when required to do so, including but not limited to providing performance feedback, and appropriately escalating issues to management

  • Establish and maintain positive working relationships with key internal and external partners including CAMH business units, OH/COE, and MHA providers, sector partners, and other key interest holders 

  • Lead the strategic design, management and execution of multi-year project plans and other project management tools (project charters, stakeholder maps, status reports, risk registry) across various provincial priorities and ensure progress is being made within timelines and on budget   

  • Work with Senior Managers and Senior leadership at CAMH and COE in multi-year strategic provincial planning for the sector 

  • Providing strategic advice to Senior Managers and leadership in resource and budget planning scenarios and discussions; providing options analysis and recommendations as it pertains to planning 

  • Provide timely updates (E.g., monthly, quarterly) to senior leadership at CAMH and OH and oversight/governance tables  

  • Identify issues and risks in a timely manner and escalating to Senior Leadership at PSSP & OH and proposing recommended mitigations as required.

Qualifications

The successful candidates will have the following qualifications:

  • Master's degree with a major in business administration, health administration, health policy, health informatics, information technology, social, behavioural or related science, education/health promotion or related field

  • 8-10 years of relevant healthcare sector experience; experience leading complex provincial projects and initiatives, and/or health systems planning is required

  • Experience and familiarity with directly managing or providing functional management of small teams (E.g., project staff, subject matter experts) is considered an asset 

  • Knowledge of the Ontario health care system required, specifically knowledge of the mental health and additions sector and OH/COE preferred. 

  • Deep understanding of the key components of a provincial program (e.g. program design, implementation, data and measurement, sector engagement, capacity planning) and can communicate the specific business needs internally and externally, and propose and drive new initiatives that align with those business needs 

  • Knowledge of communities of practice concept and experience organizing, leading and facilitating large-scale meetings with senior-level interest holders from diverse backgrounds.

  • Knowledge and successful experience consulting with, supporting and influencing senior and executive leadership 

  • Extensive experience and confidence in engaging and building relationships with diverse interest holders (e.g. people with lived experience, clinical experts, administrative leaders, providers) 

  • Excellent interpersonal and relationship management skills, including sound judgment, tact and diplomacy, with ability to gain cooperation, credibility, respect and build trust as a means of achieving desired outcome. 

  • Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes 

  • Exceptional written and verbal communication skills with demonstrated ability to tailor messaging for various audiences (e.g. senior leadership, clinicians, people with lived experience). 

  • Experience in managing large/complex operations and projects, and overseeing day-to-day operational activities 

  • Familiarity and comfortable working in a complex, matrix-reporting environment

  • Demonstrated successful project management and change management experience 

  • Critical thinker with experience with qualitative and quantitative analysis 

  • Goal-oriented individual who enjoy working as part of a team in fast-paced, collaborative environment

  • Comfortable with ambiguity 

  • Intermediate proficiency in Microsoft Office programs and Adobe is required. 

  • Strong technology adaptability; able to learn new tools and software quickly

  • Demonstrated understanding of and commitment to principles of equity, inclusivity, anti-racism /anti-oppression, respect and cultural safety, including how these apply in the context of implementation of provincial priorities.

Compensation & Benefits:

  • Salary is competitive and based on experience, with a hiring range of $91,758.17 – $114,697.71 per year.  
  • Employees in this role may progress within the full pay range of $91,758.17 – $137,637.25 per year
