The Digital and Data Program Manager works with Enterprise, Data & AI Architects, IT, and the Project Management Office (PMO) to add value to the business. Through road mapping and enterprise architecture, this role defines our foundational and transformational capabilities and aligns our current and future portfolio of enterprise applications. Select accountabilities and responsibilities include:
- The Digital and Data Program Manager is responsible for executing and leading site wide digital and data innovation programs.
- Develop and progress the transformational strategies to support the company's business goals and.
- Provide an awareness of new technology trends for the organization.
- Evaluate potential opportunities, create business cases and ROIs that explain and support the value new tools will provide, lead POCs and transition to PMO/implementations.
- Lead the development of application roadmap strategies, data governance frameworks, AI enablement initiatives, and enterprise data strategies.
- There is also a big component of creating methods for user adoption and training. Educate and drive innovation and technology development within PEMEX Deer Park.
- Translate the latest technological trends into product roadmaps, features, and business requirements for value generation across the business.

- Partners with cross-functional teams create and apply integrated IT architecture across the organization, assessing organizational digital and data capabilities.
- Works closely with the IT PMO, strategically providing resources as needed.
- With the PMO, manages, defines, and executes the Architecture Review Board (ARB) process and educates the site on the ARB. Prepares presentations, evaluations, and purchase requests for digital and data initiatives.
- Works with Digital Strategy Team, supports submissions to Supply Chain Management and Finance, Steering Committees, or ARB on all new digital and data IT contracts.
- Actively leads Business and IT team discussions, bringing in best practices to and from site.
- Oversees Digital Transformation budgeting activities, OPEX tracking and financial reporting.
Value Generation & Protection - Works with Digital Transformation Manager to create, define, and deploy a site-wide Digital & Data Transformation strategy.
- Defines Digital and Data Program Management strategy, digital roadmap, meetings cadence, and content.
- Assists in creating, executing, and managing the strategic roadmap for enterprise applications that include project deliverables, budget and resource plans.
- Participate in the definition and implementation of application support processes and procedures that ensure effective scalability.
- Lead and oversee the successful implementation of enterprise applications, ensuring delivery on schedule, within budget, and aligned with business objectives.
- Create, define, and manage all aspects of data governance, management, and strategy.
- Co-manage the portfolio of enterprise applications that include a variety of operational tools used by all areas of the business.
- Work with business leaders to understand their needs and translate them into requirements for enterprise applications and road maps.
- Develop and maintain relationships with vendors and third-party service providers.
- Collaborate with peer IT leaders to develop and implement IT strategies that support business objectives.
- Assist the enterprise applications team is delivering high-quality services that meet or exceed customer expectations.
- Demonstrate the ability to think critically, challenge conventional thinking, and generate and apply unique business insight to create a competitive advantage for the organization.
- Works with business partners and teams to translate the business strategy / roadmap into backlog items and ensures that the team applies the best software engineering & implementation practices.
- Defines and uses metrics (KPIs) and tools to measure performance and efficiency; takes actions to improve the efficiency of the team.
- Maintains up-to-date knowledge of a broad range of emerging technology trends and identifies opportunities where technology might be deployed to deliver business improvements and competitive advantage.
- Drive digital talents acquisition and define training programs; promote internal communication on the importance of organizational digital transformation.

- Domain knowledge and experience in refinery operations, manufacturing, energy, or Oil & Gas environments preferred, with an understanding of Engineering, Operations, Finance, Procurement, Maintenance, Legal, HR, and Trading business functions and supporting technologies.
- Experience applying digital technologies, advanced analytics, AI, and data-driven solutions to improve operational reliability, process optimization, safety, and business performance.
- Bachelor’s degree in computer science, information systems, engineering, business, or a related field required. Advanced degrees are considered a plus.
- 10+ years of experience in digital transformation, data architecture, governance, analytics, AI/ML, and enterprise applications within industrial, manufacturing, energy, or refinery environments. Experience with SAP S/4HANA, SaaS platforms, and enterprise systems is highly desirable.
- Proven experience developing digital transformation roadmaps and leading enterprise-wide technology initiatives from concept through implementation.
- Proven experience managing teams, cross-functional resources, contractors, vendors, and third-party service providers in a matrixed environment.
- This is a hands-on leadership role requiring the ability to define strategy, develop business cases, quantify ROI, influence stakeholders, and successfully execute digital, data, and AI initiatives.
- Strong understanding of data governance, data quality, master data management, regulatory compliance requirements, and enterprise data management practices.
- Experience integrating complex industrial data sources, including DCS, SCADA, process historians, IoT platforms, and enterprise applications.
- Experience with cloud-based data platforms, data integration architectures, analytics solutions, and AI-enabled decision support systems.
- Strong understanding of technology governance, cybersecurity principles, data privacy, and technology risk management practices.
- Excellent communication, presentation, and interpersonal skills, with the ability to effectively influence and engage stakeholders from frontline operations through executive leadership.
- Demonstrated ability to lead cross-functional teams, drive organizational change, and promote adoption of new technologies and business processes.
- Strong project, program, and organizational change management skills, including the ability to manage multiple initiatives simultaneously.
- Familiarity with modern program delivery methods, Agile principles, digital product management, and technology governance practices.
- Microsoft Azure certifications in Data, AI, Cloud, or related technologies are preferred.
- Strong analytical, critical-thinking, and problem-solving skills with a demonstrated ability to translate business needs into practical technology solutions.
- Demonstrated ability to manage competing priorities, deliver measurable business value, and successfully operate in a complex, fast-paced operational environment.
