Job Description:

Material Engineer

Qatar

Parsons is looking for an amazingly talented Material Engineer to join our team! In this role, you will be responsible for overseeing all aspects of material quality control, testing, and assurance on large-scale infrastructure projects, ensuring compliance with international standards and project specifications through effective planning, coordination, and implementation of QA/QC practices. You will provide all necessary assistance to the construction team regarding material submittals, approvals, testing, and sampling, and supervise the work of Senior Works Inspectors / Works Inspectors (Materials).

What You’ll Be Doing

  • Reviewing and evaluating material submittals to ensure compliance with project specifications and applicable standards.
  • Providing all necessary support to the construction team related to material submissions, approvals, testing, and sampling.
  • Participating in the quality control of materials, including laboratory and field testing, acceptance of used materials, and review/acceptance of remedial and corrective measures.
  • Inspecting and ensuring the quality of construction materials used in sewerage, drainage, outfalls, pump stations, treatment works, roads, and highways.
  • Preparing, implementing, and monitoring accurate QA/QC plans in alignment with international quality assurance standards and project-specific requirements.
  • Analyzing laboratory and technical reports, conducting acceptance sampling plans, and implementing testing and quality control measures.
  • Leading and motivating the project QA/QC team, including Senior Works Inspectors / Works Inspectors (Materials), fostering collaboration and maintaining high standards of quality.
  • Preparing clear, concise, and accurate technical reports related to material testing, quality control, and compliance.
  • Participating in all phases of the project lifecycle, including design, construction, testing, commissioning, and close-out, with a focus on materials and QA/QC.
  • Planning and overseeing project close-out requirements related to materials and QA/QC, ensuring proper documentation and approvals from stakeholders such as Drainage Operation and Maintenance Department, Road Maintenance Department, EBD-DCU, and municipalities.
  • Coordinating with internal and external stakeholders to obtain necessary clearances and approvals for project completion and handover.

What Required Skills You’ll Bring

  • Bachelor’s Degree in Civil Engineering or a directly related field from an accredited university, subject to approval by the Engineer.
  • 10 years of total post-graduate experience, including at least 5 years in similar materials / QA/QC roles on large-scale infrastructure projects.
  • Extensive experience in quality control and assurance related to sewerage, drainage, road and highway construction, and related civil works.
  • Strong background in Quality Assurance Specifications, Statistical Quality Control, and materials testing procedures (laboratory and field).
  • In-depth understanding of international standards for QA/QC and proven experience implementing these in major infrastructure projects.
  • Ability to lead QA/QC teams, manage material testing activities, supervise materials inspectors, and ensure full compliance with project standards.
  • Ability to interpret complex contract documents including plans, specifications, and shop drawings, and to review drawings, specifications, and installations for constructability.
  • Excellent written and spoken English communication skills, with a demonstrated ability to produce high-quality technical documentation and reports.
  • Must have valid MME (UPDA) registration in Qatar.

What Desired Skills You’ll Bring

  • Experience in arid terrain and strong understanding of the suitability and performance of plant and construction materials under such conditions.
  • Experience in urban design and supervision including high-end commercial landscapes and associated civil/landscape works.
  • Experience in preparation of reports and submissions with conceptual elements and visual content.
  • Advanced proficiency in relevant software including Vectorworks, AutoCAD, Microsoft Office (Word, Excel, PowerPoint, Outlook), and contemporary digital imagery/visualization software.
  • Strong coordination skills to manage relationships with internal departments, contractors, and external authorities, particularly during project close an error occurred while loading the chat response. If you continue to receive errors, please report a bug.
