Job description

Overview

We are seeking an experienced Post-Quantum Cryptography (PQC) Program Analyst / Cryptographic Modernization Specialist to support Department of Defense (DoD) enterprise cryptographic modernization initiatives and the Department’s Post-Quantum Cryptography transition strategy. This role will focus on supporting cryptographic inventory management, policy development, migration planning, risk assessments, and implementation guidance to prepare enterprise systems for emerging quantum-resistant cryptographic standards.

The ideal candidate possesses strong expertise in cybersecurity, cryptography, PKI, security architecture, and risk management, along with the ability to coordinate across multiple DoD organizations and provide executive-level recommendations supporting enterprise modernization efforts.

Key Responsibilities:
  • Develop, maintain, and analyze enterprise-wide cryptographic inventories across systems, applications, and infrastructure.
  • Support development of Post-Quantum Cryptography (PQC) policies, implementation guidance, and governance frameworks.
  • Conduct cryptographic migration assessments to identify modernization requirements, dependencies, and implementation risks.
  • Evaluate technical, operational, and cybersecurity risks associated with PQC adoption and cryptographic transitions.
  • Support development of enterprise migration roadmaps, transition strategies, and implementation plans.
  • Research emerging cryptographic technologies, standards, and quantum-resistant security solutions.
  • Coordinate with DoD stakeholders, including NIST, NSA, DISA, and other federal organizations supporting cryptographic modernization initiatives.
  • Develop technical reports, implementation guidance, executive briefings, and decision-support materials.
  • Facilitate workshops, working groups, stakeholder meetings, and technical engagements supporting PQC transition efforts.
  • Support cybersecurity governance, compliance, and modernization initiatives related to enterprise cryptographic programs.


Requirements

Basic Qualifications:
  • Bachelor’s degree and 10+ years of relevant experience.
  • Experience supporting cybersecurity, cryptography, PKI, security architecture, and risk management initiatives.
  • Strong understanding of cryptographic principles, algorithms, and enterprise security architectures.
  • Experience conducting security assessments, risk analysis, and cybersecurity planning activities.
  • Ability to develop technical documentation, implementation guidance, and executive-level presentations.
  • Experience coordinating with senior government leaders, technical teams, and external stakeholders.
Preferred Qualifications / Key Skills & Technologies
  • Experience supporting DoD cryptographic modernization, COMSEC, PKI, KMI, and cybersecurity transformation initiatives, with knowledge of Post-Quantum Cryptography (PQC), NIST cryptographic standards, NSA CNSA guidance, Risk Management Framework (RMF), Zero Trust Architecture, cloud security, and enterprise security architectures. Ability to support cybersecurity governance, policy development, cryptographic inventory management, migration planning, risk assessments, technical research, executive briefings, stakeholder coordination, and enterprise technology modernization efforts utilizing PKI/KMI/COMSEC platforms, governance and reporting tools, and Microsoft Office Suite.
