As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services that deliver solutions addressing critical infrastructure resilience and security issues while supporting the military mission and reducing environmental impacts. The ERS Division is seeking a qualified and proactive Principal Program Manager to provide strategic program leadership and enterprise-level oversight for Marine Corps installation facilities, real property, capital investment, and infrastructure management programs. The successful candidate will lead a multidisciplinary team supporting Marine Corps Installations Command (MCICOM) Facilities Directorate (G-F) enterprise programs, integrating facilities asset management, real estate, real property, capital investments, environmental training, regional installation support, and special projects to drive effective program execution and mission outcomes.
Key Responsibilities:
- Serve as the primary contractor interface with the Government Contracting Officer's Representative (COR).
- Provide strategic direction, establishes priorities, and ensures work products align with Marine Corps operational, installation, and Force Design goals.
- Lead the development, coordination, and integration of enterprise-wide processes, standards, and policies across the MCICOM facilities portfolio.
- Establish and manage performance frameworks, quality assurance measures, metrics, dashboards, and reporting mechanisms for programs such as Master Planning, Real Property Inventory, Restoration & Modernization, Demolition, O&M, MILCON, and centrally managed regional portfolios.
- Ensure compliance with contract deliverables, schedules, and quality standards; proactively identifies and mitigates performance risks.
- Oversee enterprise real estate management functions, including policy updates, agreement tracking, handbook reviews, congressional decision package development, and training execution.
- Direct capital investment programming support, including RM planning, execution tracking, design award monitoring, and upward obligation reviews. Reviews and oversees development of Authority to Advertise drafts, Congressional Notifications, budget materials, and analytical products supporting POM development and strategic investment decisions.
- Coordinate across MCICOM directorates, Marine Corps installations, Regions, Government agencies, and architect‑engineer partners to synchronize enterprise program execution.
- Oversee production of executive‑level briefing materials, decision packages, analytic reports, performance summaries, and policy drafts for senior Marine Corps leadership.
Basic Qualifications:
- Bachelor’s degree in a relevant discipline (e.g., business, engineering, public policy, public administration).
- 10+ years of experience supporting Government or DoD/DON/USMC programs, including real estate, real property, MILCON development, and capital investment.
- Deep knowledge of installation lifecycle management, MILCON and FSRM processes, and POM budget development.
- Proven experience leading large multidisciplinary teams (15+ personnel) and overseeing enterprise-level program execution.
- Strong analytical skills with experience evaluating complex data, developing recommendations, and producing executive-level briefings and reports.
- Demonstrated ability to coordinate effectively across senior stakeholders, HQMC directorates, regional commands, installations, and external agencies.
- Ability to manage multiple high‑priority programs simultaneously and produce accurate, timely, and compliant deliverables.
- Experience facilitating governance boards, conferences, and stakeholder engagements with clear, effective communication.
- Advanced leadership, mentoring, and strategic planning capabilities.
- Proficiency with Microsoft tools, including MS Teams, Word, Excel, and PowerPoint.
Preferred Qualifications
- Master's degree in relevant discipline
- Direct experience supporting Marine Corps installations facilities programs
- Advanced proficiency with authoritative enterprise systems such as iNFADS, PBIS, FIWEB, GEOFidelis Online, SMS Builder, or DAI.
- Prior experience supporting Real Property Inventory (RPI), audit readiness, or installation-level real property accountability.
- Advanced Excel and PowerPoint capability, including dashboards, automation, and complex data visualization

- The starting salary range for this position has been established as $145,000-$185,000
