Job description

CeLeen, an operating firm of Command Holdings, is seeking a Program Analyst to support the Cybersecurity and Infrastructure Security Agency's (CISA) Office of Security Programs (OSP).

The Program Analyst provides high-level analytical, programmatic, and operational support to CISA's Office of Security Programs (OSP). This individual applies deep expertise in program analysis, policy development, and data-driven decision-making to advance OSP's mission of building security capacity against targeted violence and terrorism across public and private sector stakeholders.

Responsibilities may include (but are not limited to):

  • Supports internal and external coordination efforts and assists in the development and implementation of Congressional, Presidential, and Departmental policy and strategy-related deliverables.
  • Provides data visualization expertise using PowerBI and Tableau to improve program efficiency and effectiveness by developing, tracking, analyzing, and reporting program performance metrics.
  • Conducts in-depth research and analysis on topics including the Interagency Security Committee (ISC), Soft Targets and Crowded Places Security (STCP), Domestic Violent Extremism (DVE), and small Unmanned Aircraft Systems (sUAS), and assists in creating written products and briefings to communicate findings to government officials.
  • Assists with developing strategies for analyzing, evaluating, and exploring new initiatives, technologies, and programs that support budgeting, financial reporting, and acquisition processes to meet emerging mission requirements.
  • May support security planning and strategic planning for the Critical Infrastructure Security Planning Program, assisting with the development and rollout of tools, products, workshops, and training materials to inform preparedness efforts of public, private, and international partners.

Anticipated salary range: $118,000 - $160,000.

Work Environment

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications

  • Bachelor's degree.
  • Must be able to obtain DHS Suitability.
  • Minimum of 5 years of relevant, professional experience.
  • Demonstrated proficiency in data analysis and visualization tools, including PowerBI and Tableau.
  • Strong written and oral communication skills, including experience preparing briefings and written products for senior government officials.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.

  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications 

  • Current, active DHS Suitability.
  • Familiarity with DHS, CISA, and critical infrastructure security programs.
  • Direct experience working within DHS.
