Overview

Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. With over 50 years of business expertise and consistent growth, we are known for continuous innovation for our government customers, in both the US and abroad. Our exceptionally talented team is highly collaborative in spirit and practice, producing Results that Matter. Come work with the best! We offer opportunity, unique challenges, and clear-sighted commitment to the mission. Objective. Responsive. Trusted.

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction.  Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN(X) program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

ASIG has an immediate need for a Program Analyst for Configuration Management; this role is located at the Washington Navy Yard in Washington, DC (potential for light telework). #MC

Responsibilities

You will provide analytic and management analysis support to undersea platform acquisition activities, focusing on development and execution of configuration management plans for the Columbia class SSBN, the newest class of Navy Strategic Submarines. This will include program planning; integrated life cycle sustainment planning; supporting logistics and sustainment efforts; and efforts to transform, track, and analyze configuration managment data.

Additional responsibilities include:

• Maintaining and controlling the official configuration baseline for all Columbia-class systems and documentation.
• Tracking, documenting, and processing configuration changes through formal mechanisms.
• Keeping accurate Configuration Status records to ensure all technical data remains synchronized and current.
• Coordinating configuration updates across NAVSEA, shipyards, vendors, and fleet stakeholders to ensure consistent baselines.
• Identifying and mitigating configuration risks such as obsolescence, substitutions, and integration impacts throughout the lifecycle.
• Providing technical and programmatic support to configuration management processes, products, reviews, and decision-making activities.

Qualifications

Required Qualifications:

  • Bachelor's Degree in engineering or technical field
  • Ability to work onsite up to 5 days per week at the WNY, depending upon client needs.  Light telework may be possible.
  • 3-5+ years in technical program analysis, preferably on DoW acquisition programs
  • Proficient in Microsoft Excel or similar applications to analyze and represent data for engineering or project management efforts, and also proficiency in Microsoft Office, including Word and PowerPoint, to communicate to decision makers
  • Current DoW security clearance - minimum Secret, with the ability to maintain it throughout employment

Desired Qualifications:

  • Experience working on submarine or undersea related programs
  • Experience with configuration management processes
