Job description

Program Analyst (EDOS-2026-26054):

 

Bowhead seeks a Program Analyst who will perform project management tasking for multiple projects including: maintaining schedules, and statements of work; creating quarterly and annual presentations that reflect project progress; and responding to data calls. Other project supportive duties include maintaining a consumables inventory, procuring necessary items and tracking their status, submitting procurement contract packages, assisting in report writing, and performing raw data records management.

 

The program analyst must be proficient in Microsoft Office products, including Excel, and must be able to maintain a Secret clearance.

 

This position is full-time in Dahlgren, VA. 

 

The Program Analyst will coordinate Government inputs, generate and deliver program documentation as well as faciltate / attend meetings to take minutes and gather data.  Updating documentation real-time during the meetings as well. They will track meeting action items and maintain records reflecting both open and closed action items.

 

Job duties included but are not limited to:

  • Compose and review correspondence, memoranda and other materials on technical and non-technical matters.
  • Type and review a variety of memoranda and reports for accuracy and content.
  • Determine the routing of correspondence to staff members, setting controls and deadlines.
  • Develop, coordinate, disseminate and evaluate NSWC Headquarters policies and procedures.
  • Provide guidance related to strategies that affect NSWCDD and advise CDSA Dam Neck, field activities, detachments, Command and departments on issues involving Command decisions.
  • Plan, develop, coordinate, and support visits of influential civic and government leaders.
  • Design, develop, and manage systems, processes, and procedures necessary for tracking and documenting high level activities for projects/programs and for the NSWCDD Leadership.
  • Manage Commands Internal SharePoint site and Commands Staff Teams Channels.
  • Serve as Commands Training Coordinator and Learning Officer.
  • Provide weekly notification of Continuing Learning Program (CLP) delinquency.
  • Enroll and withdraws individuals from trainings as requested.
  • Relay upcoming trainings and open seats to Command Workforce.
  • Post New Employee Developmental Assignment (NEDA) vacancies to the NSWCDD internal job board.
  • Assist with maintaining Commands Work Acceptance Process and Site.
  • Assist Commands Facilities POCs with Archibus clean-up and management.
  • Assist Commands Property Management Lead:
  • Create an automated workflow for demolition reservations emails.
  • Assist with continuous process improvement.
  • Other duties as assigned
  • High School diploma or greater
  • Eight plus(8+) plus years of professional experience with a DOD program.
  • Professional experience with creating and assisting with maintaining financial, HR, and contract metrics utilising Power BI
  • Must be able to  Assist with Commands Internal and External Award submissions and assist with preparing and reviewing power point slides/brief for various Staff Members on various topics
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team 

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

 

Target salary is $95,000/annually to $120,000/annually commensurate with experience

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
