Salary: $5,451 /Month

POSITION OVERVIEW:

The Program Analyst – Weatherization supports the effective operation of the Weatherization program through data analysis, reporting, job tracking, and program performance monitoring. This position plays a key role in ensuring that program activities meet federal, state, and local requirements, while also providing leadership and staff with accurate, timely information to guide decision-making and improve service delivery. The Program Analyst works cross-functionally with program staff, finance, contractors, and leadership to strengthen program outcomes and accountability.

• Program Data & Reporting

  • Collect, analyze, and maintain program data related to production, outcomes, and performance.
  • Prepare and submit required reports for federal, state, and funding agencies to leadership.
  • Provide internal dashboards and tracking tools for leadership to monitor program progress and trends.
  • Ensure data quality and completeness across client files and reporting systems.

• Compliance & Quality Assurance

  • Monitor program activities for compliance with Weatherization Assistance Program (WAP) guidelines and other funding requirements.
  • Review files and documentation for accuracy, completeness, and audit readiness.
  • Assist in preparation for monitoring visits, audits, and inspections.
  • Identify compliance risks and recommend corrective actions.

• Program Performance & Continuous Improvement

  • Track key performance indicators (production, costs, timelines, outcomes).
  • Analyze program trends and identify areas for improvement.
  • Provide recommendations to leadership to improve efficiency, cost-effectiveness, and service delivery.
  • Support development of policies, procedures, and best practices.

• Financial & Grant Support

  • Assist with budget tracking, cost analysis, and grant performance monitoring.
  • Support preparation of financial reports related to program operations.
  • Work with program leadership to ensure alignment between program activity and funding requirements.

• Coordination & Communication

  • Serve as a liaison between program staff, leadership, contractors, and external partners on data and reporting needs.
  • Provide technical assistance to staff on data entry, reporting systems, and compliance requirements.

• Systems & Process Support

  • Maintain program databases and reporting systems (e.g., client tracking, REM/energy systems as applicable).
  • Identify opportunities to streamline workflows and improve data systems.
  • Assist with training staff on reporting tools and program requirements.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES & MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in public administration, business, data analysis, or related field, or equivalent combination of education and experience.
  • 2+ years of experience in:
  • Program analysis, data management, or reporting.
  • Oregon grant-funded programs, compliance, or government programs.
  • Experience with Excel and data systems required.
  • Strong analytical skills with ability to interpret and present data clearly.
  • Experience with data tracking, reporting systems, and Excel (advanced preferred).
  • Ability to understand and apply complex regulations and program requirements.
  • Strong attention to detail and organizational skills.
  • Effective written and verbal communication skills.
  • Ability to work collaboratively across teams with different roles.

PREFERRED QUALIFICATIONS

  • Experience in Weatherization, energy programs, or housing services.
  • Knowledge of Weatherization Assistance Program (WAP) or related programs.
  • Experience with grant reporting and compliance requirements.
  • Familiarity with energy audit or program tracking systems.

  • Primarily office-based work with regular computer use.
  • Occasional travel within service area.
  • May require coordination with filed staff and contractor activities.

SPECIAL REQUIREMENTS:

  • Must pass a criminal history background investigation however, a conviction of a crime may not necessarily disqualify an individual from this position.
  • CAPECO is a drug free workplace and pre-employment drug screening will be required.
  • Due to federal funding, our drug screenings include the use of marijuana.
  • Possession of or ability to obtain a valid driver’s license and insurable driving record is required.
  • Occasional travel withing the service area; mileage reimbursed per IRS guidelines.
