The Opportunity: 

CACI is seeking an experienced Program Control Analyst, Senior to support program financial management and performance monitoring across the Indo-Pacific. The Program Control Analyst, Senior serves as CACI's senior program controls professionals responsible for planning, monitoring, analyzing, and reporting program financial performance, budgets, forecasts, resource utilization, and contract performance. Reporting directly to the Business Office Manager, this position ensures program financial activities are accurately managed and aligned with contractual requirements, corporate policies, and Government expectations while supporting the successful execution of logistics, mission support, facilities, training, and emergent operations. 

The Program Control Analyst, Senior works closely with Government stakeholders, Program Managers, Business Office personnel, Finance, Contracts, Procurement, Human Resources, Resource Management, and subcontractors to develop financial forecasts, monitor expenditures, analyze program performance, prepare management reports, and identify financial risks. This position contributes to successful program execution by providing accurate financial analysis, improving cost visibility, supporting informed decision-making, and ensuring compliance with Government and corporate financial management requirements. 

 

Responsibilities: 

  • Develop, monitor, and maintain program budgets, financial forecasts, and cost projections supporting contract execution. 

  • Analyze program financial performance, funding status, labor utilization, indirect costs, and operational expenditures. 

  • Monitor contract funding, expenditures, burn rates, revenue, backlog, and profitability while identifying financial risks and opportunities. 

  • Prepare monthly financial reports, variance analyses, Estimates at Complete (EACs), Estimates to Complete (ETCs), and management dashboards. 

  • Support development of annual operating plans, program financial baselines, and long-range forecasts. 

  • Coordinate financial planning activities with Program Managers, Finance, Contracts, Procurement, and Resource Management personnel. 

  • Monitor subcontractor funding, purchase commitments, labor charges, and program expenditures. 

  • Analyze labor utilization, staffing projections, and resource allocation to support operational and financial objectives. 

  • Prepare executive-level financial briefings and performance reports for program leadership and corporate management. 

  • Support invoice reviews, funding reconciliations, contract modifications, and financial closeout activities. 

  • Ensure compliance with contractual requirements, corporate financial policies, Generally Accepted Accounting Principles (GAAP), and Government regulations. 

  • Support internal audits, customer financial reviews, and corporate compliance assessments. 

  • Maintain financial documentation, cost reports, forecasting models, and program control records. 

  • Identify process improvement opportunities that enhance financial reporting, forecasting accuracy, and program performance. 

  • Promote financial stewardship, accountability, and continuous process improvement throughout the program. 

 

Qualifications: 

Required:  

  • Minimum 8 years of experience supporting program controls, financial analysis, budgeting, forecasting, accounting, or contract financial management for Government or Department of Defense programs. 

  • Experience supporting Department of Defense, Joint, Combatant Command, Service Component, or Special Operations organizations is preferred. 

  • Experience developing budgets, financial forecasts, cost analyses, Estimates at Complete (EACs), and program financial reports. 

  • Experience supporting Cost Plus, Firm Fixed Price (FFP), Time and Materials (T&M), or other Government contract types. 

  • Experience analyzing labor utilization, funding status, contract performance, and financial metrics across complex Government programs. 

  • Demonstrated ability to prepare executive-level financial reports and brief senior program and corporate leadership. 

  • Working knowledge of Government contracting principles, cost accounting standards, and financial management best practices. 

Desired 

  • Bachelor’s degree in finance, Accounting, Business Administration, Economics, Project Management, or a related field. 

  • Experience supporting geographically dispersed Government programs involving OCONUS operations, contingency missions, or Special Operations Forces. 

  • Experience utilizing Deltek Costpoint, Deltek Cobra, Microsoft Excel (advanced), Power BI, Microsoft Project, SAP, Oracle Financials, Workday, SharePoint, and Microsoft 365 applications. 

  • Knowledge of Earned Value Management (EVM) principles, FAR, DFARS, Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP). 

  • Professional certifications such as Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA), Project Management Professional (PMP), Earned Value Professional (EVP), Certified Defense Financial Manager (CDFM), or equivalent financial and program management certifications are preferred. 

  • Experience supporting large-scale, geographically dispersed Government programs with complex funding profiles, multiple task orders, and subcontractor financial management is highly desirable.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$78,700 - $165,200
