Responsibilities Include:

The Program Control (Senior/SME) position provides senior-level budgetary expertise in support of technical integration, project management, and systems engineering and integration for space and ground systems. The position supports Government leadership through resource analysis, budget planning and execution, funding assessments, program performance analysis, and development of executable budget spend plans.

The position works with Government analysts, program managers, subject matter experts, staff officials, and other stakeholders to support organizational strategic priorities, mission requirements, resource allocation, and NGA-Denver operations.

Responsibilities

Program Control and Budget Management

• Provide senior budgetary expertise to technical integration, project management, and systems engineering and integration in support of space and ground systems.
• Navigate complex organizational processes in collaboration with Government leadership and provide simplified program and budget information for review.
• Analyze the apportionment of resources to meet validated and emerging requirements.
• Support source selection processes, including reviewing and editing acquisition strategy documentation and coordinating across proposal evaluation teams to support fair and compliant contract awards.
• Prepare reports and estimates of future funding needs based on organizational strategic priorities, mission requirements, and budget allocation.
• Defend organizational budget recommendations using data and evidence-based analyses.
• Review proposals for completeness, accuracy, and compliance with Government standards.
• Verify funding requests for merit and authenticity to prevent fraud, waste, or abuse.
• Identify complementary and/or duplicative expenditures across multiple agencies supporting similar missions.
• Monitor the timing and sequence of fiscal commitments to ensure the organization remains within its authorized budget.
• Work with Government analysts, program managers, subject matter experts, and staff officials to develop and recommend budget and execution alternatives and assess program performance.
• Translate program projections and work plans into logical, reasonable, and executable budget spend plans.

NGA-Denver Operations Support

• Provide subject matter expertise to refine persistent sensor and OPIR mission management, processing capabilities, requirements, tools, and CONOPS.
• Support OPIR studies and generate actionable recommendations to inform decision-making on systems, sensors, and initiatives.
• Document and advocate for user needs, storage requirements, and capability enhancements within the GEOINT enterprise.
• Assist in the development and maintenance of OPIR and related GEOINT knowledge bases and facilitate coordination on classification and releasability issues.

Community Engagement and Outreach

• Support the development and execution of OPIR and related GEOINT sensor community outreach initiatives and engagements.
• Represent NGA in interagency forums, working groups, and subcommittees, ensuring NGA's equities are addressed and integrated into broader OPIR enterprise efforts.
• Coordinate and respond to Combatant Command (CCMD) requests for information (RFIs) and facilitate performance metrics and reporting for internal and external stakeholders.
• Plan and participate in joint systems engineering activities and other collaborative efforts to enhance OPIR and related GEOINT sensor Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED).

Technical and Operational Support

• Provide subject matter expertise to support real-time operations, including analytic tools, automation capabilities, and data integration efforts.
• Deliver technical support for OPIR and related sensor integration, ground system readiness, and system discrepancy resolution to ensure operational effectiveness.
• Conduct exploratory data analysis and advise on AI/ML applications to enhance Intelligence, Surveillance and Reconnaissance (ISR) data processing and predictive analytics.
• Collaborate with data scientists and engineers to design and optimize data pipelines, predictive models, and automation tools, ensuring scalability and operational performance.

Documentation, Reporting, and Communication

• Prepare and deliver briefings, reports, and presentations for internal and external audiences, including technical interchange meetings, workshops, and conferences.
• Write, edit, and publish technical and non-technical documents, ensuring compliance with established classification information handling frameworks and Security Classification Guide requirements.
• Coordinate with NGA and other agencies' security teams to ensure the proper handling, classification, and release of sensitive information.
• Create detailed cost-benefit analyses, alternative CONOPS, workforce modernization plans, and system prototyping recommendations to support decision-making.

Strategic and Financial Advisory

• Provide expert-level guidance on NGA's Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment with National Intelligence Program (NIP) and Military Intelligence Program (MIP) priorities.
• Support NGA Source's congressional budget planning activities and develop executable budget spend plans based on program projections and strategic priorities.
• Advise on optimal resource allocation, identify funding gaps, and recommend strategies to secure additional resources for NGA and National System for Geospatial Intelligence (NSG) operational needs.

Enterprise Integration and Future Development

• Facilitate the integration of new sensors, ground systems, and OPIR capabilities into the NGA enterprise, ensuring alignment with Intelligence Community (IC) and Department of War (DoW) future architectures.
• Advocate for the operational acceptance of new sensor configurations and tools during capability maturity and technical integration meetings.
• Collaborate with NGA Research and other partners to advance tradecraft, develop training content, and implement new technologies to enhance GEOINT capabilities.
• Serve as a technical advisor and advocate for NGA-Denver in engagements with external organizations, including Space Systems Command, Missile Defense Agency, and Space Development Agency.

Required Experience and Qualifications:

• Active TS/SCI clearance with CI Polygraph
• Bachelor’s degree in a related field.
• 12+ years of experience directly supporting or managing acquisition programs within the Intelligence Community (IC) or Department of War (DOW). (18+ years of experience in lieu of a bachelor’s degree)
• Experience must include an end-to-end understanding of the full IC acquisition process, specifically: Intelligence Program Budget Submission (IPBS) process; Unfunded Requirement management and resolution; source selection processes, including tests of reasonableness and realism and probable cost creation; ongoing contract budgetary and execution management, including CFSR evaluation and contract closeout procedures; and financial modeling acumen for proposal and Estimate at Completion (EAC) assessments and evaluations, including expert-level spreadsheet usage.
• 10+ years of experience directly supporting Major Systems Acquisition-level projects within the IC or DOW. (15+ years of experience in lieu of a bachelor’s degree)
• Direct, recent experience, including at least some experience within the past five years, working as part of an integrated contractor/Government team in the IC/DOW focused on enabling and executing Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) of persistent GEOINT phenomena. (Experience must demonstrate the ability to successfully manage and execute mission-critical projects and programs to meet cost, schedule, and performance requirements while aligning with evolving operational needs.)
• Direct, recent experience, including at least some experience within the past five years, providing senior leaders with decision-quality data to support resource allocation decisions involving funding and manpower for high-visibility programs across the National System for Geospatial Intelligence (NSG).
• Demonstrated discretion, independent judgment, and superior communication skills.
