Job Description

SAFY is seeking a full-time Program Development Manager.

As a Program Development Manager you will be responsible for supporting SAFY’s program development function by identifying, researching, and assisting in the design of new program opportunities aligned with organizational strategy, Medicaid, and state funding priorities. This position plays a key role in proposal development, program design, and opportunity tracking, contributing to high-quality submissions and the development of implementation-ready program models.

 What You’ll Do 

  • Support the development of program opportunities from discovery through submission, including assisting with program design, proposal content, and coordination of required materials.
  • Conduct research and analysis of government, Medicaid, corporate, and foundation opportunities to identify potential program development pathways aligned with SAFY’s mission.
  • Support stakeholder engagement and market insight activities by preparing research and analysis to inform executive director conversations and program development strategy.
  • Assist in proactive tracking of future opportunities, including monitoring RFPs, expiring contracts, and stakeholder signals.
  • Draft and contribute to proposal narratives and supporting materials aligned with SAFY models of care and compliance requirements.
  • Support development of program frameworks, including service models, staffing structures, and implementation considerations.
  • Assist with research related to Medicaid funding, credentialing requirements, and billing feasibility.
  • Coordinate with internal partners including CIT, COMQI, and field leadership to ensure alignment in program design.
  • Track proposal requirements and deadlines, ensuring accuracy and timely submission.
  • Proofread and edit proposal content for clarity and consistency.
  • Participate in proposal debriefs and continuous improvement efforts.
  • Maintain organized tracking tools, templates, and documentation.
  • Establish and maintain positive working relationships across SAFY and with external partners.
  • Maintain confidentiality and perform other duties as assigned.

Competencies & Behaviors   

  • Experience supporting business development, program development, strategic planning, or organizational growth initiatives preferred. 
  • Experience in child welfare, behavioral health, healthcare, Medicaid-funded services, or related human services fields strongly preferred.
  • Strong written communication, research, and analytical skills, with the ability to synthesize complex information and develop clear, compelling proposals and strategic documents. 
  • Demonstrated ability to manage multiple priorities and maintain strong attention to detail. 
  • Ability to collaborate effectively across teams, build relationships with internal and external stakeholders, and support cross-functional initiatives.
  • Strong critical thinking and problem-solving skills, with the ability to contribute to program design and strategic planning in evolving environments. 
  • Self-motivated, adaptable, and able to work independently and as part of a team in a fast-paced setting. 
  • Must be able to effectively operate in a dynamic environment with deadlines and annual performance goals.
  • Proficiency in Microsoft Office Suite, ability to learn agency databases and systems.
  • Effective communicator, both written and verbal.
  • Ability to work independently, prioritize multiple tasks, and meet deadlines. 
  • Collaborative team player capable of building strong working relationships. 
  • Proven track record of improving processes or contributing to operational efficiency. 
  • Reliable attendance and punctuality are essential and the ability to work flexible hours.
  • Professionalism and customer service orientation.
  • Compassionate and patient, as there is potential you will work with children of varying abilities.
  • Establish and maintain a positive working relationship with all levels of SAFY staff by participating in joint meetings, and problem identification and resolution.
  • Strong organization skills, strong attention to details, accuracy and ability to prioritize workload.
  • Valid driver's license, acceptable driving record, and insurance coverage meeting travel requirements.

Qualifications 

  • Bachelor’s degree in business, English/writing, human services, public administration/policy, or related field
  • Minimum of 3–5 years of relevant experience in program development, proposal writing, technical grant writing, consulting, healthcare strategy, or related field
