Job description

Position Summary

The Program Director will lead the Inter-Tribal Council of Nevada’s (ITCN) Native Workforce Development Program funded through the Workforce Innovation and Opportunity Act (WIOA). The Director will oversee all aspects of program operations, including strategic planning, service delivery, staff supervision, grant compliance, fiscal accountability, and collaboration with tribal nations and partners. This position plays a critical role in uplifting Nevada’s tribal workforce and building career pathways grounded in tribal sovereignty, cultural preservation, and economic self-determination.

 

Key Responsibilities

  • Lead the daily operations, implementation, and continuous improvement of the Native Workforce Development Program.
  • Provide visionary leadership and administrative oversight of the program.
  • Design, develop, and manage workforce services that are culturally appropriate and aligned with tribal priorities.
  • Ensure program implementation aligns with WIOA performance indicators, allowable activities, and tribal workforce needs.
  • Supervise program staff, including case managers, training coordinators, and administrative personnel.

 

Strategic Planning & Development

  • Develop and execute annual work plans and strategic goals in collaboration with tribal leadership and community stakeholders.
  • Conduct community needs assessments and labor market analysis to shape program focus.
  • Assess labor market trends and workforce gaps within tribal communities to inform program strategies.
  • Lead continuous improvement efforts based on participant outcomes and performance data.
  • Innovate and adapt program design to meet changing conditions and opportunities.

 

Partnerships & Collaboration

  • Build and maintain collaborative relationships with tribal governments, educational institutions, employers, state/local workforce agencies, and federal agencies (e.g., DOL, ETA).
  • Represent ITCN in statewide and national workforce development forums, tribal workgroups, regional planning efforts, and coalitions.
  • Advocate for tribal workforce inclusion in broader state and federal systems.

 

Grant & Fiscal Oversight

  • Ensure compliance with all WIOA regulations, ITCN policies, and federal grant requirements.
  • Track expenditures, manage budgets, and ensure fiscal accountability in coordination with finance staff.
  • Support audits, performance reviews, program and financial reporting.
  • Identify grant opportunities and supplemental funding to support sustainability and program expansion.

 

Data Management & Reporting

  • Oversee collection and analysis of client and program performance data to ensure accurate data entry, performance tracking, and documentation using case management and WIOA tracking systems.
  • Ensure high-quality reporting to funders and internal stakeholders using required data systems.
  • Prepare and submit timely reports to funding agencies, ITCN leadership, and stakeholders.

 

Required Qualifications

  • Bachelor’s degree in public administration, Workforce Development, Human Services, Business, Education, or related field (master’s degree preferred).
  • Minimum 5 years of progressive leadership experience in workforce development, federally funded programs, or tribal community-based initiatives.
  • Strong understanding of the Workforce Innovation and Opportunity Act (WIOA) and employment/training services.
  • Experience working with tribal communities or Indigenous populations.
  • Proven skills in program design, staff supervision, and cross-sector collaboration.
  • Strong fiscal, data analysis, and project management skills.
  • Excellent written and verbal communication abilities.
  • Valid driver’s license and ability to travel to tribal communities throughout Nevada.

 

Preferred Qualifications

  • Familiarity with Native American culture, tribal governance, and community-based program delivery.
  • Experience using workforce data systems (e.g., funding agencies systems, client case management platforms).
  • Knowledge of Nevada’s tribal landscape and socioeconomic conditions.

 

 Working Conditions & Physical Requirements

  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, printers, and filing systems.
  • The Program Director may be required to travel frequently to tribal communities throughout Nevada, including overnight stays and occasional evening or weekend meetings to attend community events, job fairs, or training sessions.
  • Must be able to sit or stand for extended periods, lift up to 50 pounds occasionally, and participate in community outreach events indoors and outdoors.
  • Flexibility to work evenings or weekends on occasion, depending on program activities or special events.
