At E.L. Haynes, we believe strong literacy instruction is everyone’s responsibility. As we continue advancing academic rigor across grades PK–12, we are seeking a strategic, collaborative, and equity-driven leader to oversee our Child Literacy State Development (CLSD) grant initiatives.

The CLSD Program Manager will lead the implementation of a comprehensive adolescent literacy strategy that strengthens reading, writing, speaking, and critical thinking across content areas. This role will serve as the primary liaison to the Office of the State Superintendent of Education (OSSE), ensuring strong grant management, compliance, and implementation while building sustainable systems that improve teacher practice and student outcomes.

This role is ideal for someone who can balance strategic planning with day-to-day execution, build strong relationships across teams, and is excited to support operational needs so that academic priorities can be met.

 

You will:

Lead the planning, coordination, implementation, and continuous improvement of E.L. Haynes’ high school literacy initiatives funded through the Child Literacy State Development (CLSD) grant. The Program Manager serves as the school’s primary point of contact with OSSE and oversees all grant-related planning, reporting, compliance, professional learning participation, and implementation activities. In partnership with school leadership, teachers, instructional staff, consultants, and families, this role drives a schoolwide adolescent literacy strategy that strengthens literacy development across all disciplines and student support systems. The CLSD Program Manager will also oversee external literacy consultants and technical assistance providers engaged through the grant, ensuring their work is aligned to school priorities, integrated into instructional practice, and contributing to measurable improvements in student outcomes and staff capacity.

This is a full-time, 12-month position that reports to the Senior Director of Academic Systems and Innovation. This position is grant funded for three academic years.

Support the Comprehensive State Literacy Development Grant Implementation.
You will ensure strong execution, compliance and alignment of all CLSD grant-funded initiatives.

  • Serve as the school’s designated CLSD Point of Contact with OSSE for all grant-related communication and coordination;
  • Oversee implementation and continuous refinement of the approved CLSD literacy plan;
  • Manage grant timelines, deliverables, reporting requirements, and compliance systems;
  • Coordinate submission of required progress reports, data collection, and implementation documentation;
  • Maintain grant records, implementation calendars, and related tracking systems;
  • Participate in required OSSE meetings, professional learning, and state-level convenings; and
  • Ensure grant-funded initiatives are aligned to broader school priorities, instructional systems, and academic goals.

Manage External Consultants and Partnerships.
You will ensure external partners are strategically leveraged to strengthen implementation and outcomes. 

  • Serve as the primary liaison for literacy consultants and technical assistance providers supporting CLSD implementation;
  • Coordinate consultant scope of work, scheduling, deliverables, and communication with school leadership and staff;
  • Support the Senior Academic Leadership Team in aligning consultant-led coaching, professional learning, and implementation supports to school priorities and instructional goals;
  • Monitor the quality, effectiveness, and impact of external support using staff feedback and student outcome data;
  • Support the Senior Academic Leadership Team to ensure that consultant work builds internal systems and staff capacity rather than operating as stand-alone initiatives; and
  • Support ongoing refinement of literacy programming based on implementation data and stakeholder feedback.

Engage Families and Stakeholders..
You will help support meaningful partnership around literacy development and student success. 

  • Coordinate engagement opportunities for families and caregivers that strengthen literacy development and academic support at home;
  • Coordinate logistics with teachers, counselors, interventionists, instructional support staff, and school leaders to strengthen implementation and alignment;
  • Convene literacy leadership teams or advisory groups to monitor progress and implementation;
  • Support strong communication across stakeholder groups regarding literacy priorities, initiatives, and outcomes; and
  • Foster collaboration and shared ownership around student literacy growth.

Use Data to Drive Continuous Improvement.
You will monitor implementation and outcomes to strengthen impact over time.

  • Monitor progress toward grant goals and schoolwide literacy outcomes;
  • Develop reports, presentations, and implementation updates for school leadership and OSSE;
  • Recommend adjustments to programming, supports, and resource allocation based on data and implementation evidence.

Engage & Represent the Academic Vision.
You will serve as a visible leader of the academic program, engaging internal and external stakeholders to build understanding, alignment, and support for the Haynes instructional model. You will support the CEO with:

  • Communicating academic priorities, progress, and outcomes clearly to staff, families, and the broader community;
  • Preparing principals to lead strong family engagement aligned to academic goals and student success;
  • Partnering with External Relations to ensure consistent messaging around academic excellence, innovation, and STEAM+;
  • Contributing to Board engagement by supporting academic updates, reporting, and strategic discussions; and
  • Representing the organization in external spaces as needed, reinforcing Haynes’ commitment to equity, rigor, and extraordinary outcomes for all students.


Starting Salary: $71,000 - $85,762
