DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

This position is a professional Human Services Program Specialist assigned to the Florida KidCare Outreach Program, serving as the Program Manager reporting the Public Health Services Manager E-SES/Community Outreach Director. The role primarily involves supervisory responsibilities, including communicating with, motivating, training, and evaluating employees, as well as planning and directing their work. The Program Manager is responsible for all supervisory duties including, but not limited to recruitment and selection, developing performance plans, conducting performance appraisals, planning, directing work, ensuring proper coverage, approving leave, and taking disciplinary action as appropriate within the Florida KidCare Outreach Program. The Program Manager motivates employees to improve the quality and quantity of work performed. The Program Manager is responsible for counseling staff and approving direct report’s timesheets. Supervises and supports staff responsible for KidCare Program operations, including providing customer service to clients via answering (954) INSURES; responding to inquiries; assisting with the application and enrollment process; distributing program materials to community partners and local businesses; maintaining hotline call logs; and ensuring accurate data entry and updates in the program database. Serves as the local client advocate for families, via phone or in person, for the identification of Florida KidCare issues. Develop, maintain and monitor a database to track program measures, performance standards and outcomes for the KidCare Program to ensure accurate reporting and program compliance. Coordinates and schedules staff coverage for community engagement and outreach activities, including identifying and participating in community events, and delivering presentations to promote the KidCare Program. Coordinates with KidCare outreach staff to ensure adequate quantities of KidCare outreach materials are available for distribution to child serving agencies throughout Broward County. Serves as the point of contact for requests, arranges delivery, and distributes materials by mail or in person as needed. The incumbent is responsible for leading the planning, organization, evaluation, and execution of program activities in accordance with contract requirements for the Florida KidCare Outreach Program. Duties include developing all required written reports, such as annual work plans, biannual reports, strategic plans, and grant applications. Support the planning, coordination, and execution of key outreach events, including coordinating health fairs and other identified health promotion events and community fairs. Chair the local advisory committee, known as KidCare Partners Taskforce, which is responsible for planning and assessing KidCare outreach activities performed in Broward County. Prepare for meetings (type minutes, make photocopies, distribute handouts to members.) Responsible for coding Employee Activity Record (EARS). The Program Manager must possess effective coalition building skills to serve as the Chair of the KidCare Taskforce in Broward County. The incumbent will serve as a subject matter expert while consulting with community agencies, organizations, schools, professionals, and community groups to promote the Florida KidCare Outreach Program throughout the county. The Program Manager will be responsible for managing all grant deliverables and will serve as the primary resource for information on current programmatic federal and state guidelines as changes arise. This incumbent participates in all communication activities including conference calls, workgroup meetings, trainings, and presentations. The incumbent will be responsible for planning local marketing campaigns and participating in public relations activities such as television and radio appearances, and community events as requested. The Program Manager will represent DOH-Broward on committees as requested and approved by immediate supervisor. Additionally, the Program Manager will confer with the Community Outreach Director to complete and submit all written reports, special reports, and other requests for program specific information. When necessary, the Program Manager will prepare presentations and facilitate internal and external meetings, trainings, and workshops. Serves as a POD Manager during the activation of ICS to conduct exercises and events that require deployment of staff. Responsible for coding Employee Activity Record (EARS). Performs other related duties as required

Knowledge, Skills and Abilities:

  • Experience hiring, supervising, and evaluating employees’ performances.

  • Knowledge of public agencies involved in health and human services and Community Based Organizations in Broward County.
  • Excellent customer service skills, excellent typing and computer skills needed including knowledge of Microsoft Excel and Microsoft Word.

  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the methods of data collection. Knowledge of the principles and practices of health education.
  • Ability to design and produce health promotion and public health educational materials for the media.
  • Ability to develop and deliver health education presentations. Ability to collect and analyze data.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Proficient skills with computer systems. Ability to utilize computer systems.
  • Ability to provide health education services to others.
  • Ability to communicate effectively. Ability to work evenings and weekends.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.

 

MINIMUM QUALIFICATIONS:

  1. Willing to work before, during and/or beyond normal work hours, or days in the event of an emergency.
  2. This position requires daily in-office and field work.
  3. This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.
  4. Experience supervising staff.
  5. Experience collaborating with community partners.
  6. Experience delivering presentations in a large community setting.
  7. Experience with leading a community coalition.
  8. Ability to work evenings and weekends.
  9. Valid driver’s license free of major infractions and access to an automobile to be utilized for work purposes and receive reimbursement for mileage

PREFERRED QUALIFICATIONS:

  1. Bachelor’s Degree from an accredited university in Public Health, Health Education, Public Administration, or related field.
  2. Experience managing and implementing a health insurance or financial eligibility determination program.
  3. Experience planning and conducting large community outreach events.
  4. Experience developing written reports, deliverables, and correspondences.
  5. Experience with budget development and management.
  6. Data collection and analysis experience.
