Reporting to the Director of Continuing and Professional Studies, the Program Manager provides strategic leadership and coordination for Continuing and Professional Studies with a primary focus on developing workforce training programs, securing grants, and obtaining contracts with government agencies, corporations, and community organizations. The successful candidate is responsible for supporting revenue-generating educational initiatives, building external partnerships, and advancing programs that align with workforce and industry needs.

Responsibilities include but are not limited to:

•Identify, pursue, and secure grants, contracts, and other external funding opportunities.

•Develop competitive proposals for government agencies, foundations, corporations, and private-sector partners.

•Coordinate and manage workforce training contracts that generate revenue and expand CPS offerings.

•Oversee grant-funded programs and ensure compliance with funding requirements.

•Develop and launch workforce, professional, and continuing education programs aligned with labor market demands.

•Conduct market analysis to identify emerging training opportunities and industry needs.

•Expand non-credit and certificate programs that support career advancement and workforce development.

•Build and maintain relationships with government agencies, employers, industry associations, and community organizations.

•Represent CPS in workforce development initiatives, conferences, and business outreach activities.

•Develop customized training solutions for public- and private-sector employers.

•Supervise instructors and program staff, ensuring instructional quality and program effectiveness.

•Monitor program performance, enrollment, budgets, and revenue goals.

•Support strategic planning, assessment, and continuous improvement across CPS programs.

•Lead the growth and sustainability of the English Language Institute, including recruitment, enrollment, partnerships, and program development.

QUALIFICATIONS

 

Bachelor’s degree and six years’ related experience required.

Preferred Qualifications

•Demonstrated success in grant writing, fundraising, and securing government and private-sector contracts.

•Experience developing workforce training programs and employer partnerships.

•Strong leadership, project management, and business development skills.

•Knowledge of continuing education, workforce development, and adult learning environments.

•Experience supervising staff and managing multiple programs or projects simultaneously
 

CUNY TITLE OVERVIEW

 

Manages the Continuing Education Office and designs, develops, and implements instructional programs and activities, coordinating with other College support systems.


- Oversees the general operation of the Continuing Education Office; hires and manages staff; oversees registration, payments, and other office activities


- Designs and makes recommendations to Director for academic, outreach, general training, and certificate programs


- Develops and writes grant proposals


- Hires faculty and coordinates teaching schedules


- Observes classes, analyzes student evaluations, and performs faculty evaluations


- Orients new faculty and acts as liaison to resolve faculty issues


- Plans and implements advertising campaigns and designs marketing and other program materials


- Maintains financial information such as tuition payments, material costs, and faculty payroll


- Develops mailing lists and analyzes marketing strategies and student profiles


- Acts as a liaison between the Continuing Education Office and other internal and external units on co-operative and co-sponsored programs.

COMPENSATION AND BENEFITS

 

Salary Range: $86,741 - $105,816. Salary commensurate with education and experience.

CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
