Job Title: Program Manager – Human Capital Programs (Employee Development)

Position Summary

The National Credit Union Administration (NCUA) is seeking an experienced Program Manager – Human Capital Programs (Employee Development) to provide full-time support (40 hours per week) to the Office of Human Resources (OHR), Division of Training and Development (DTD). This senior-level role serves as a trusted advisor and program manager responsible for leading employee training and development initiatives, organizational development programs, and enterprise learning strategies that enhance workforce capability across the agency.

The successful candidate will partner with agency leadership, subject matter experts, and stakeholders to design, implement, evaluate, and continuously improve learning and development programs while ensuring compliance with federal training standards and instructional design best practices. This position requires strong project management, organizational consulting, and strategic planning skills, along with experience managing multiple training initiatives simultaneously.

Experience supporting a FIRREA agency is preferred but not required.


Key Responsibilities

Program & Organizational Development

  • Serve as Program Manager for organizational consultation and team-building initiatives.
  • Lead strategic employee development programs that align with agency goals and workforce development objectives.
  • Provide senior-level management consulting and recommendations for organizational improvement related to employee learning and development.
  • Establish project objectives, strategic direction, timelines, and performance measures for assigned initiatives.

Training & Learning Management

  • Manage the planning, coordination, and execution of technical and professional development training programs.
  • Coordinate logistics for instructor-led training, virtual learning, conferences, workshops, and off-site training events.
  • Provide transient lodging coordination and logistical support for training participants.
  • Assist supervisors and managers in identifying workforce development needs and selecting appropriate learning solutions.
  • Support development and implementation of Individual Development Plans (IDPs).

Instructional Design & Curriculum Development

  • Collaborate with subject matter experts to develop and revise:
    • Lesson plans
    • Training materials
    • Job aids
    • Instructor guides
    • Participant manuals
    • Presentations
    • Case studies
    • Practical exercises
  • Ensure all instructional materials comply with established Instructional Systems Design (ISD) standards.
  • Analyze learning needs using task analysis methodologies to develop effective learning objectives and instructional strategies.
  • Design and improve curriculum for technical and soft skills training programs.

Training Evaluation & Analytics

  • Develop and implement training evaluation methodologies.
  • Design surveys, assessments, and evaluation instruments.
  • Conduct customer needs assessments and learning effectiveness evaluations.
  • Analyze training metrics and performance data.
  • Produce reports, dashboards, charts, graphs, and benchmark analyses.
  • Recommend continuous improvement strategies based on evaluation results and industry best practices.

Policy & Advisory Services

  • Provide expert guidance to leadership regarding employee development policies and training regulations.
  • Draft policies, procedures, guidance documents, and program instructions.
  • Advise management on formal training opportunities and on-the-job learning strategies.
  • Monitor industry trends and emerging practices in organizational development and employee learning.

Project & Records Management

  • Manage multiple concurrent projects while ensuring timely completion of deliverables.
  • Maintain project documentation and training records.
  • Support records management cleanup and compliance activities.
  • Prepare and submit weekly project status reports documenting accomplishments, upcoming work, risks, issues, and resolutions.

Stakeholder Engagement

  • Build strong partnerships with agency leadership, managers, instructors, and subject matter experts.
  • Facilitate collaboration across business units to support enterprise-wide learning initiatives.
  • Market and promote new training programs throughout the organization.

Required Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Public Administration, or a related field (or equivalent combination of education and experience).
  • Minimum 6 years of progressive experience as an HR Specialist (Employee Development) or in a comparable learning and development role.
  • Demonstrated experience leading enterprise training and employee development initiatives.
  • Experience managing complex projects and organizational improvement efforts.
  • Strong knowledge of adult learning principles, instructional design methodologies, and training evaluation techniques.
  • Experience developing recommendations, strategic solutions, and organizational development initiatives.
  • Exceptional written and verbal communication skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Experience developing executive-level reports, presentations, and performance metrics.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred Qualifications

  • Experience supporting a Federal Government agency.
  • Experience supporting a FIRREA-regulated agency.
  • Knowledge of federal Human Resources policies and employee development regulations.
  • Experience with Learning Management Systems (LMS).
  • Experience conducting organizational assessments and workforce development planning.
  • Familiarity with Kirkpatrick Evaluation Model, ADDIE, or other instructional design frameworks.
  • Project Management certification (PMP) or related certification is a plus.
