Salary Range: $75,555 - $86,888.25

$3,000 Sign-on Bonus!

Schedule: Monday - Friday (8 hour shifts) or Tuesday - Friday (10 hour shifts)

Job Summary

The Program Manager (590) provides programmatic oversight, quality assurance, and operational leadership for crisis services funded through the IDHS DBHR 590 grant stream. This role is responsible for ensuring that 590-funded programming meets all regulatory, contractual, and accreditation requirements while achieving program outcomes aligned with Trilogy's strategic priorities. The Program Manager (590) leads community collaboration efforts, monitors operational performance, and contributes to the sustainability and growth of the crisis program.


Primary Role During a Crisis Response

The Program Manager (590) holds primary responsibility for the day-to-day administration, compliance monitoring, and performance oversight of 590-funded crisis services. This role operates in close coordination with the 591 Program Manager, crisis team leadership, and organizational leadership to ensure integrated, high-quality crisis programming across all designated service areas.


Core Responsibilities

  • Program Oversight and Operations
    • Oversee the day-to-day operations of 590-funded crisis services across designated service areas.
    • Facilitate Monthly Crisis Program Meetings in accordance with program requirements.
    • Monitor 590 operational performance and ensure program activities align with grant requirements and organizational expectations.
    • Coordinate CESSA implementation activities and serve as a point of contact for CESSA-related compliance and collaboration.
    • Prepare and submit quarterly reports in accordance with IDHS DBHR requirements.
    • Identify operational gaps or concerns and develop corrective action plans as needed.
  • Quality Assurance and Compliance
    • Lead quality assurance activities for 590-funded programming, including program audits, documentation reviews, and performance monitoring.
    • Review outcome metrics and program data to assess performance and identify areas for improvement.
    • Develop and implement corrective action plans in response to compliance findings or performance gaps.
    • Ensure compliance with all IDHS, DBHR, CESSA, CARF, CCBHC, HFS, and organizational requirements.
    • Participate in external audits, site reviews, and accreditation activities as required.
  • Community Partnerships and System Collaboration
    • Cultivate and maintain relationships with community partners, referral sources, law enforcement, hospitals, schools, and other stakeholders.
    • Represent Trilogy and the Crisis Program in community meetings, coalitions, task forces, and collaborative bodies.
    • Support system-level coordination with CESSA partners and other crisis system stakeholders.
    • Identify opportunities for program growth, partnership expansion, and community impact.
    • Facilitate problem-solving with community partners around service gaps, access barriers, and coordination challenges.
  • Workforce Development and Staff Support
    • Support onboarding, training, mentoring, and workforce development activities for crisis program staff.
    • Identify workforce development needs and collaborate with Team Leaders to address gaps.
    • Contribute to a culture of professional accountability, learning, and continuous improvement.
    • Model organizational values and professional conduct in all internal and external interactions.
  • Documentation and Compliance
    • Complete all required programmatic documentation, reports, and records within established timelines.
    • Maintain all required clinical credentials and licensure.
    • Adhere to all IDHS, HFS, CESSA, CARF, CCBHC, DBHR, organizational, and program-specific requirements.
    • Participate in leadership meetings, strategic planning activities, and organizational quality improvement initiatives.

Accreditation, Certification, and Compliance

Trilogy Behavioral Healthcare operates within a CARF-accredited environment and maintains Certified Community Behavioral Health Clinic (CCBHC) standards. All employees are expected to support compliance with:

Documentation Standards

All employees are responsible for:

  • Completing all documentation within 24 hours of service delivery unless otherwise approved by leadership.
  • Maintaining accurate, timely, and professional clinical documentation.


Workflow Compliance

As a field-based position, this role is expected to:

  • Maintain agency vehicles, equipment, and supplies in accordance with organizational standards.
  • Report maintenance, safety, or equipment concerns promptly.
  • Ensure readiness for field response activities.

Clinical staff are expected to work collaboratively with and support the integration of peer services throughout the crisis continuum. This includes recognizing the value of lived experience, supporting peer staff in their roles, and fostering a team environment in which peer and clinical perspectives are equally respected.

Strategic Contribution Indicators of Success

1. Program Outcomes

590-funded crisis services achieve performance targets across key indicators including response times, engagement rates, diversion from emergency departments, and linkage to community-based care. Outcome data is reviewed regularly and used to inform program improvements.

2. Strategic Growth

The Program Manager identifies and pursues opportunities for program expansion, partnership development, and community impact. 590-funded programming contributes to Trilogy's strategic positioning within the regional crisis system.

3. Quality Assurance

Program audits, documentation reviews, and performance monitoring activities occur on schedule. Compliance findings are addressed through timely corrective action. The program maintains readiness for external audits and accreditation reviews.

4. Community Impact

Relationships with community partners, CESSA stakeholders, law enforcement, hospitals, and other collaborators are strong and productive. Monthly Crisis Program Meetings and quarterly reporting requirements are met consistently.

5. Operational Excellence

590-funded program operations are well-organized, compliant, and responsive. The Program Manager proactively identifies operational gaps and implements solutions that support team performance and program sustainability.

6. Workforce Sustainability

Crisis program staff are supported, developed, and retained. Workforce development activities are intentional and contribute to staff competency, engagement, and long-term program stability.


Minimum Qualifications

  • Master's degree in social work, counseling, psychology, or a related clinical field required.
  • LCSW, LCPC, or Licensed Clinical Psychologist required
  • Qualified Mental Health Professional (QMHP) status required.
  • Minimum of three years of experience in behavioral health program management, crisis services, or a related field required.
  • Experience with IDHS DBHR grant administration, CESSA compliance, or community crisis system coordination preferred.
  • CRSS certification not required; expected to work collaboratively with and support the integration of peer services.
  • Demonstrated ability to lead quality assurance activities, manage compliance requirements, and develop community partnerships.
  • Knowledge of CARF accreditation standards, CCBHC requirements, and applicable state and federal regulations.
  • Ability to work a flexible schedule consistent with program operational and community engagement needs.
  • Reliable transportation and valid driver's license required.
