Overview: 

The Program Manager will oversee and ensure delivery of all performance under the contract and subordinate task orders. The PM will be responsible to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) for performance and delivery. 

 

Primary Responsibilities:

  • Serve as focal point for all contractor functions that pertain to performance under the DSTC contract and subordinate task orders.
  • Interact on a daily/weekly basis with Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) to ensure performance across all contract tasks. 
  • Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.
  • Advise and assist regarding the technical scope of the contract.
  • Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
  • Plan, establish, and review compensation actions, enforce policies and procedures. 
  • Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.
  • Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.
  • Ensure professional development training as required for personnel.
  • Oversees on-time delivery of requirements, invoicing, and other fiscal management functions.
  • Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.

 

Supervisory Responsibilities: 

  • The Program Manager will directly supervise and oversee all site managers, and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract. 

 

Education and/or Experience:

  • Bachelor’s degree or higher.
  • Must have at least 15 years of professional experience.
  • Must have at least 6 years of experience supporting government programs/contracts.
  • 10 years prior experience as a PM or as a management analyst supporting a government program/contract.

 

Knowledge, Skills, and Abilities:

  • Demonstrated experience coordinating HR and/or recruiting needs.
  • Ability to conduct all the responsibilities listed above and demonstrated communication and coordination skills.
  • Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
  • Demonstrated excellent organizational and coordination skills.
  • Excellent Microsoft Word, Excel, and SharePoint skills.
  • Ability to function effectively in complex situations with multiple stakeholders.

 

Certificates, Licenses, Registrations: 

  • Project Management Professional Certification.

 

Security Clearance: 

TOP SECRET Clearance Level Required. 

  • Must have a current United States Government TOP SECRET Personnel Security Clearance. 
  • Must have a current U.S. Government Single Scope Background Investigation (SSBI)/ Tier 5 or equivalent. 
  • Must be a U.S. Citizen. 
  • Must be able to maintain required Security Clearance/access approvals.
