Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.

The Material Solutions, Infrastructure & Facilities Branch provides Project Coordinators that direct, guide and monitor infrastructure projects in a through-lifecycle approach across all the elements of DOTMLPFI. This includes participation in Site Surveys and the acceptance process.

The incumbent supports the Portfolio Manager, Section Heads, Capability Managers and Programme Directors in tracking infrastructure projects as directed under the Implementation of the DDA Family of Plans.

Principal Duties

  • Support the Section Head, in tracking projects within NATO 2030 Infrastructure programmes as directed under the Implementation of the DDA Family of Plans.
  • Support the Programme Director in coordinating inputs and projects related to the NATO 2030 Infrastructure Programmes, as well as other programmes as directed, for submission to the Investment Committee (IC).
  • Ensure, in coordination with internal and external stakeholders (including civilian and public entities), that all necessary data is kept up to date in management information systems, and that relevant information is exchanged to support the monitoring of infrastructure programmes at the project level throughout their lifecycle.
  • Supervise and provide guidance to contract staff in their role supporting the development and preparation of Projects for inclusion in the NATO 2030 Infrastructure programmes.
  • Support regular reviews of the F lines of development during the whole life cycle of the capability in coordination with THN and HN project managers.
  • Track the lifecycle implementation of infrastructure projects with Territorial Host Nations (THNs & HNs).
  • Monitor the implementation and assess Cost, Scope, Schedule, Performance and Risk issues raised by implementation programme and project managers through the full life cycle of Infrastructure Supporting Capabilities.
  • Provide inputs and data to the information management systems.
  • Support OMI Inspections as requested by ACO and JFCs.
  • Conduct site surveys for potential projects as required by respective Programme Director.
  • Maintain close working relationships with Programme Directors and Portfolio Managers.
  • The Project Coordinator will also be required to lead or support other Infrastructure Capabilities Projects as directed by the Branch Head.

Essential Qualifications / Experience

  • University degree in architecture, civil engineering, infrastructure development, construction management, facilities management, military engineering, or a closely related infrastructure discipline, with at least 2 years of function-related experience in infrastructure planning, development, delivery, coordination or management; or Higher secondary education and completed advanced vocational training in architecture, civil engineering, construction, infrastructure development, facilities management, military engineering, or a closely related infrastructure discipline, leading to a professional qualification or accreditation, with at least 4 years of post-related experience in infrastructure planning, development, delivery, coordination or management.
  • Four years' experience within Infrastructure and Facilities Programmes.
  • Four years' experience in a multinational organization.
  • Two years' experience in delivering Infrastructure Facilities Projects
  • Two years' management experience in a large organization

Language

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience

  • Knowledge of the NATO Governance and Management model for common funded capabilities
  • Chartered or professionally accredited engineer, architect, construction manager, infrastructure specialist, or equivalent membership/accreditation in a recognised professional institution.
  • Education/Training in:
    • Qualified PRINCE 2 or equivalent.
    • Qualified Management of Risk (MoR).
    • Course: ETE-FI-2708 - Resource Management Education Programme (RMEP) Course

Personal Attributes:

The incumbent must have good interpersonal skills and the ability to work well with others to produce coordinated and cohesive branch outputs. In addition, the post requires clarity of thought, the ability to analyze and extract information from a variety of sources and propose sound and well-reasoned solutions clearly and articulately. There is also a requirement for international travel as part of the duties of this post and to work outside normal working hours occasionally.

Professional Contacts:

The post will be interacting with Advisory Bodies at NATO HQ. The incumbent will interface with Capitals as Territorial Host Nations on a daily basis.

The incumbent will also be required to interface up to OF-4/5 and regularly contact the governance level both military and civilian. The incumbent will also be required to interface with others at all levels, formally and informally, and to actively participate in identifying solutions and proposals, and will be expected to commit the organization within agreed parameters of direction and guidance from the Programme Director and Branch Head.

This post will be required to interface with staff at all levels of NATO and Nations, representing the Branch at meetings, inspections and conferences, presenting to those groups if necessary. These contacts will be both formal and informal. This post will be required to interface with others at all levels and to actively participate in identifying solutions and proposals, but will not normally be expected to commit the organization without consultation and agreement with the Programme Director or Branch head. A good standard of interpersonal skills is required.

Contribution To Objectives:

The work contributes directly to the highest level objectives of NATO and DDA, WDA and NDPP.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

These positions are linked to a specific NATO project and are for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
