Job description

What You Will Do

The Weapons Infrastructure Program Office (WIPO) seeks an exceptional leader to serve as the Recapitalization Program Manager. Under the Capability Delivery Project-Program Director, this Program Manager 5 manages the ~$100M/year Recapitalization Program, an essential element in enduring the Laboratory's future infrastructure capabilities meet weapons programs needs.

WIPO's mission is to quantitatively match the capability of the Laboratory's infrastructure to the delivery needs of the weapons program and the Laboratory's retained risk. The Capability Delivery element manages future infrastructure capabilities across Mission Need, Analysis of Alternatives, Preliminary Design, and potentially Execution lifecycle phases, as well as overseeing the Disposition & Demolition lifecycle phase for excessed capabilities. The Recapitalization Program invests in improvements (below the minor construction threshold) in the condition of and extensions to the life of general-purpose infrastructure, equipment, and systems, or delivers new footprint supporting weapons program needs.

This position requires an exceptional leader who can manage executive relationships both within and beyond the Laboratory, manage complex technical portfolios with strategic significance, and serve as a critical contributor to portfolio integration and analysis efforts across the Laboratory.

Specifically, the Recapitalization Program Manager will be responsible for:
  • Project Planning and Prioritization: Lead the development of a proposed prioritized LANL Integrated Project List supported by the appropriate level of planning and by alignment among LANL stakeholders, and then secure NA-91's endorsement of that list;
  • Portfolio Integration: Assist WIPO's capability portfolio integration and analysis efforts, ensuring alignment between infrastructure capabilities and weapons program requirements;
  • Cross-Program Coordination: Enable close coordination closely with other WIPO Program elements (Operations & Maintenance, Transition to Operations & Disposition, and Analytics & Decision Support) to ensure delivered tools and capabilities meet WIPO's integrated needs;
  • Execution Delivery: Apply advanced knowledge to ensure that recapitalization-supported capabilities are delivered in accordance with their agreed-upon scope, schedule, budget, and risk envelopes, in accordance with the principles of Integrated Safety Management and Integrated Work Management, meeting the requirements of the Office of Infrastructure, and maximizing the impact of this fiscally-constrained portfolio;
  • Risk and Change Management: Implement formal and effective risk management and change control across the recapitalization portfolio to manage scope, schedule, budget, and risk through project lifecycles using high-quality data; and
  • Federal Interfaces: Interface with both the Recapitalization Program at the Office of Infrastructure and the Los Alamos field office to provide data, communicate status, and solve issues, including any necessary interfaces with the Federal programming and planning process and with the G2 tool.

The Recapitalization Program Manager will report to the Capability Delivery Project-Program Director.

What You Need

Minimum Job Requirements:

  • Demonstrated expert-level knowledge of project and program development and management, including the definition of scope, schedule, budget, priority, and performance milestone baselines, cost and schedule variance reporting, management of risk, change control including earned value management (EVM), work breakdown structure (WBS) development, integrated baseline reviews, and portfolio optimization under fiscal constraints.
  • Demonstrated expert-level knowledge of DOE Orders, NNSA policies and supplemental directives, Integrated Safety Management (ISM) requirements, the NA-91 Program Management Plan, and Laboratory procedures relevant to infrastructure program execution.
  • Demonstrated experience interfacing successfully with NNSA and NA-LA program managers and stakeholders, including negotiating work scope, schedules, and budgets, and briefing leadership on portfolio status and strategic issues.
  • Demonstrated proficiency with project management information systems and tools.
  • Demonstrated excellent oral and written communication and presentation skills.
  • Ability to obtain a DOE Q clearance.

Education and Experience:
Position requires a minimum of a bachelor's degree and at least fifteen years relevant experience, or an equivalent combination of education and experience. An advanced degree and Project Management Institute certification are preferred.



Desired Qualifications:

  • Demonstrated expert-level knowledge of infrastructure, including asset lifecycle management, strategies for addressing deferred maintenance, and integration with Operations & Maintenance.
  • Demonstrated experience with the Federal programming and planning process.
  • Knowledge of and demonstrated experience in the LANL weapons program and associated infrastructure portfolio.
  • An active DOE Q clearance.

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
