Job Description

Division               Roads and Highways (Transportation)       

Location              Namibia

REPORTS TO Project/Contract Engineer

PRIMARY POSITION PURPOSE

To serve as the Consultant's representative on site and lead the day-to-day supervision and contract administration of a road construction project. The Resident Engineer is responsible for ensuring that the design intent, project requirements and practicality of construction are effectively integrated and implemented to achieve successful project delivery.

KEY RESPONSIBILITIES

  • Administer the construction site and camp operations, including management of supervision personnel, oversight of laboratory activities, monitoring of traffic accommodation measures, and environmental compliance.

  • Review and verify design information and initiate or recommend design amendments where required to ensure successful project delivery.

  • Serve as the primary liaison between the Engineer’s Head Office, Employer, Contractor, Subcontractors, local authorities, utility owners, community representatives, and other project stakeholders.

  • Coordinate, review, and certify quantity measurements and payment certificates in accordance with the requirements of the works contract.

  • Manage project quality control and financial administration processes.

  • Issue instructions to the Contractor in accordance with the works contract and specifications.

  • Maintain effective documentation and record control systems, ensuring up-to-date design drawings and instructions are available to and implemented by the Contractor.

  • Measure, analyse, and report on construction progress and programme adherence.

  • Oversee compliance with Occupational Health and Safety (OHS) requirements and environmental management plans.

  • Maintain Contract Reports, Construction Record Drawings, and Materials Completion Data (MCD) records up to date throughout the construction period.

  • Lead the site supervision team and provide technical guidance to ensure that the works are executed in accordance with the works contract, approved designs, specifications, and applicable standards

RECOMMENDED QUALIFICATIONS, SKILLS AND EXPERIENCE  

  • BSc, BEng, BTech, or equivalent qualification in Civil Engineering.

  • Professional registration with the Engineering Council of Namibia (ECN).

  • A minimum of 10 years' post graduation experience in civil engineering and construction supervision.

  • Must have served as Resident Engineer on at least two national road projects.

  • Demonstrated experience in contract administration, construction supervision, quality management, and stakeholder coordination.

  • Must be fluent in spoken and written English

Key performance indicators 

  • Correct and timely response to Contractor’s submissions and queries. 

  • Up to date record of work and quantities approved. 

  • Weekly measurement of key progress indicators, update of major risks and issues register and quality report. 

  • Timely review and submission of interim payment certificate. 

  • Monthly update on final quantity and cost estimate of the works. 

  • Up to date as-built data (drawings, reports, material completion data).
