Job Description:

MEANINGFUL WORK AND PERSONAL IMPACT

Lead planning, execution, governance, and delivery for the United States Postal Inspection Service (USPIS) effort. The Program Manager will coordinate across USPS/USPIS, Appian, Appian Accelerate, CIO organizations, and the systems integrator to deliver a secure, scalable, user-centered solution that minimizes custom code, supports Agile delivery, integrates internal and external law enforcement systems, and adheres to USPS/USPIS policies (AS-805 security, TSLC, Section 508) and authorization processes (A&A).

Specifically:

  • Own end-to-end program delivery: scope, schedule, budget, risk/issue management, dependencies, and executive reporting.
  • Lead Appian-based solution delivery using native configuration capabilities; minimize custom code and enforce platform best practices.
  • Coordinate implementation with Appian Accelerate advisory services and USPS/USPIS governance channels; maintain accountability for systems integration activities.
  • Drive Agile execution (Sprint 0 through Sprint 1–n): backlog management, sprint planning, burn-down tracking, release readiness, and retrospectives.
  • Ensure compliance with USPS IT, privacy, and security policies (AS-805 series) and Section 508 accessibility requirements; oversee VPAT/ACR submissions and remediation.
  • Support A&A (Authorization) lifecycle deliverables: BIA, Security Plan, vulnerability scans & penetration testing results, POA&M/RMP, Technical Architecture Diagrams (TAD), hardware/software lists, and continuous monitoring cadence.
  • Plan and govern integrations with USPS and external law-enforcement partner systems via secure, standards-based APIs and data exchange.
  • Establish data governance practices aligned to USPS Chief Data & Analytics Office; ensure data dictionary, authoritative sources, auditability, and analytics/reporting quality.
  • Lead performance, scalability, and reliability testing; manage test results and acceptance criteria.
  • Produce program documentation: architecture artifacts, integration designs, deployment runbooks, training materials, and operational readiness plans.
  • Manage vendor performance and deliverables; define acceptance criteria and oversee contract compliance and monthly progress reporting.
  • Plan and execute transition activities (phase-in/phase-out), knowledge transfer, and continuity of operations.
  • Coordinate travel and onsite activities as directed by the COR/CO; adhere to USPS invoicing and reporting expectations as applicable.

WHAT YOU’LL NEED TO SUCCEED:

  • Bachelor's Degree; OR in lieu of degree, an additional 4 years of relevant work experience is required

Required Qualifications

  • 10+ years of program/project management experience leading complex, multi-stakeholder technology programs (public sector preferred).
  • 3+ years managing Appian platform programs or large Appian delivery efforts (design, configuration, workflow automation, integrations, and deployment).
  • Demonstrated success delivering modernization programs with iterative Agile methodologies in regulated environments.
  • Experience coordinating across software vendors, advisory services (e.g., Appian Accelerate), and enterprise architecture/security stakeholders.
  • Proven ability to manage multi-phase implementation, release sequencing, dependency management, and operational readiness.
  • Strong systems integration background (APIs, standards-based interoperability, data fabric), and familiarity with Zero Trust and Discretionary Access Control.
  • Hands-on experience with testing governance (functional, performance, accessibility) and acceptance criteria for enterprise releases.
  • Exceptional communication skills; comfortable briefing executives and leading cross-functional teams.

Preferred Qualifications

  • Prior USPS/USPIS delivery experience and familiarity with federal law-enforcement workflows and case management.
  • Knowledge of AS-805 security requirements, TSLC processes, Section 508 accessibility standards, and USPS A&A expectations.
  • Experience with CJIS compliance and secure integrations with external partners.
  • Familiarity with Appian Accelerate frameworks and low-code delivery governance.
  • Experience with reporting, dashboards, analytics, and performance metrics to support data-driven decision-making.
  • Background in AI/ML governance in federal programs (alignment with responsible AI practices).
  • Relevant certifications: PMP, PMI-ACP/Agile, Appian certifications, CSM, ITIL.

Security Clearance Level:

  • Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
  • This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

  • Washington DC
  • U.S.-based work; telework permitted per program needs. Travel to USPS Headquarters (Washington, DC) and other locations may be required and is directed/approved by the COR/CO.

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
