Job description

Position Summary

We are seeking an experienced Senior Program Manager to lead a large-scale federal IT modernization program supporting a mission-critical government customer. This individual will oversee all aspects of program execution, serving as the primary interface with the client while managing contractor staff, ensuring high-quality deliverables, and driving successful program outcomes.

The ideal candidate has 8+ years of Program Management experience leading complex government programs, with demonstrated success managing IT modernization initiatives. Experience supporting large data repositories, survey systems, biomedical data, data science, or research data management programs is highly preferred. Previous experience supporting a federal government program in the health or science space is strongly preferred.

Position is contingent upon contract award. 


Key Responsibilities

  • Lead the overall planning, execution, and successful delivery of a large, complex federal IT modernization program.
  • Serve as the primary point of contact and trusted advisor to government leadership.
  • Develop, maintain, and execute comprehensive program management strategies and plans.
  • Direct and coordinate multiple technical workstreams while ensuring alignment with customer priorities and contractual requirements.
  • Supervise contractor personnel, assign work, monitor performance, and ensure high-quality deliverables.
  • Manage program schedules, budgets, milestones, and dependencies.
  • Identify, assess, and mitigate program risks and issues while implementing effective risk management strategies.
  • Coordinate internal and external stakeholders to ensure effective communication and collaboration.
  • Monitor resource allocation and staffing to ensure program success.
  • Review technical and management deliverables for quality, completeness, and compliance.
  • Develop executive-level presentations, status reports, and communications for customer leadership.
  • Track program performance using metrics and key performance indicators (KPIs).
  • Support continuous process improvement and implement program management best practices.

Required Qualifications

  • Master's degree in Computer Science, Bioinformatics, Engineering, Business Administration, Information Systems, or a related field.
  • 8+ years of progressive Program Management experience managing large, complex government programs.
  • Demonstrated experience leading federal IT modernization initiatives.
  • Experience managing multi-disciplinary technical teams and multiple concurrent workstreams.
  • Strong experience with project planning, scheduling, resource management, budgeting, and risk management.
  • Experience serving as the primary customer interface for federal government contracts.
  • Excellent leadership, communication, facilitation, and presentation skills.
  • Proven ability to develop executive-level reports and briefings.
  • Experience managing contract deliverables and ensuring quality assurance.
  • Proficiency with project management methodologies and tools (Agile, Hybrid Agile, Waterfall, or PMP best practices).

Preferred Qualifications

  • Experience supporting a federal government in the health or science IT space. 
  • Experience leading programs involving:
    • Large-scale data repositories
    • Biomedical or scientific data platforms
    • Survey systems
    • Data science or analytics programs
    • Research informatics
    • Cloud modernization
    • Data governance and data quality initiatives
  • Experience managing programs involving sensitive health or scientific data.
  • PMP, PgMP, PMI-ACP, Scrum Master, or equivalent project management certification.
  • Experience managing contracts valued at multiple millions of dollars.

Projected salary range is $210,000.00 - $230,000.00. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience and possibly contractual requirements and could fall outside of this range.
