The Tulsa City-County Library Software Developer is responsible for the development, implementation, administration, and support of TCCL mobile applications and other internal software; as well as being an integrated part of the Enterprise Services team by performing other activities in support of the Department and TCCL operations and strategic goals.

Essential Functions and Responsibilities Include:
- Works with team, internal customers and stakeholders including multiple levels of leadership to gather and analyze business requirements and to design and develop software features and functionality;
- Designs and develops user interfaces to provide an optimal experience meeting project requirements;
- Integrates applications with on-premises and hosted software through vendor APIs;
- Formulate and communicate ideas, plans, testing material, and documentation to team members and internal customers;
- Applies technical/professional expertise to deliver quality software and services on schedule as determined by team and environmental factors according to internal standards and industry best practices;
- Recommends new products by comparing advantages and disadvantages of custom development versus purchased alternatives;
- Maintain up-to-date knowledge of technical developments in the industry;
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Experience with full stack web development
- Experience with mobile app development for Android and iOS
- Experience with designing, building and utilizing RESTful APIs
- Experience with each phase of the software development life cycle
- Knowledge of the design, programming and optimization of relational database management systems
- Demonstrated experience of user-centered service development, delivery, and continuous improvement of methodologies and product design
- Ability to work on a team or individually by effectively managing work time to deliver a quality product on time
- Ability to write clean, efficient code that is well documented
- Strong analytical and troubleshooting skills
- Strong written and verbal communication skills
- Strong organizational skills
- Ability to be flexible on projects and product design, scheduling, and time management
Education and Experience:
- Bachelor’s Degree plus one to three years of experience in web and/or mobile application development;
- Working knowledge of JavaScript frontend web development
- Working knowledge of UI/UX design
- Working experience with:
- Revision control systems (especially Git)
- JavaScript
- Reactive JavaScript frameworks (e.g. Vue.js)
- PHP
- MySQL
- RESTful APIs
- Preferred knowledge or experience with:
- Python
- Node.js
- Drupal development
- WordPress
- Windows desktop development
Location: Central Library - Information Technology 400 Civic Center, Tulsa, OK. 74103
Salary Range: $4,717 - $7,075 / month (Pay commensurate with experience)
Status: Full Time - Exempt - On-site work status
Competitive pay and a full benefit package (medical, dental, retirement, paid time off) are offered with this position.
Schedule: Monday - Friday 8 am - 5 pm, evenings and weekends as needed.
Physical and Environmental Conditions:
Work occasionally requires stooping or bending. Occasional light lifting, such as three or four reams of paper, four or five books, or other materials (up to 20 pounds) may be required.
Work environment involves occasional minor discomforts from exposure to less than optimal temperature and air conditions. The job may involve dealing with modestly unpleasant situations, such as occasional exposure to office chemicals and/or extensive use of video display terminals.
Routine in-town travel with occasional out-of-town trips. Reliable personal transportation is required.
