Job description

Key Responsibilities/Essential Job Functions

Operations & Compliance

  • Provides high level regulatory expertise by evaluating the regulatory, permitting, or environmental implications of proposed actions. Makes recommendations on courses of action to management.  Communicates to departmental personnel systems in place and trains on /audits these systems.
  • Develops, maintains and implements cross-functional programs and project plans to accomplish departmental and corporate goals and objectives for all EHS regulatory programs (e.g., RCRA and CAA permitting; customer auditing; waste vendor auditing, ; Transportation program evaluation and regulatory analysis).
  • Manages/Coordinates outside technical consultants, regulatory agencies, and customers to achieve project goals.
  • Acts as a departmental liaison and trainer, technical expert, and regulatory consultant to RIS Operations, RIS Technology, RES Sales, RES Marketing, RES Technical Services, RTS, and new business ventures.
  • Manages/tracks/audits safety, health and environmental programs.
  • Monitors new rule makings or regulatory and legislative changes and communicates impacts to the organization. May participate, as necessary and appropriate, in trade associations as a regulatory liaison and subject matter expert on behalf of the companies. 
  • Manages, trains, and audits internal business policies and procedures such as permitting, industrial hygiene, safety programs, transportation programs, environmental programs, confidentiality, RES EHS, Vendor auditing, and Customer auditing.
  • Prepares written responses to regulatory agencies as necessary.
  • Acts as Project Manager Part B and Air/Title V permitting by preparing documents required to maintain regulatory compliance.
  • Understands RES’ ISO 14001 Environmental Management System (EMS) and assists with executing its objectives.
  • Provides support to and works closely with the RIS EHS Department in permitting and regulatory compliance interpretations.
  • Provides support to the Corporate Communications department to meet all permitting public participation requirements.
  • Assists as needed in Environmental Assessment activities and programs (e.g., SPCC plan, closure and corrective action, groundwater monitoring, materials management, etc.)
  • Develops regulatory programs (environmental, health, safety and transportation) for new business opportunities and new regulations.
  • Provides field support, data interpretation, and data validation as needed.
  • Performs other job-related duties assigned.

 

Minimum Qualifications

  • Bachelor’s degree in business, environmental or related field required. Equivalent experience will be considered.  
  • Five (5) or more years’ successful, hands-on experience in the environmental services industry is required. Experience in EHS or related regulatory field preferred.
  • Working knowledge/understanding of environmental and related regulations (RCRA, OSHA, CWA, CAA, etc.) is required.
  • Must possess excellent analytical and problem-solving skills. Must be able to analyze data, draw conclusions and recommend actions using sound judgment.
  • Must possess excellent communication, organization, interpersonal and presentation skills. Must be able to effectively communicate and present information and respond to questions from associates, vendors, customers or regulatory officials.  Must possess outstanding writing skills.
  • Must possess a strong work ethic and commitment to safety, compliance and quality.
  • Must be proficient in MS Office (Word, Excel, PowerPoint, and Outlook). Must be able to develop comprehensive reports and analyses.
  • Must be able to work additional hours as required. Some work may be performed outdoors, in a plant environment.
