Job description

Description

This is an OCONUS assignment. Overseas Housing Allowance (OHA) is reimbursed per Joint Travel Regulation (JTR) rates for on-site OCONUS support, in accordance with the contract's Overseas Housing Allowance provisions.

RDTS is seeking a Cleared Senior Network Engineer to support the Defense Health Agency (DHA) Network Engineers and Specialist Support (NE&S) contract, providing high-level network sustainment and deployment support to Military Treatment Facilities (MTFs), hospitals, clinics, and other DHA sites. This is a Key Personnel role on a DoD health care mission; the Government must pre-approve any replacement or substitution of the individual filling this position.

The Senior Network Engineer serves as the premier network subject matter expert for the Pacific region (i.e. Japan, Guam, Hawaii), resolving complex LAN/WLAN/WAN issues, advising Government staff and contractor teams on network design and deployment, and maintaining network security posture across assigned DHA facilities. Serves as the regional point of contact for network issues across DHA facilities in the Pacific Regional Command area of responsibility.

Key Responsibilities:

  • Identify and resolve complex LAN/WLAN/WAN network problems; research network-level issues using network management tools (e.g., Orion SolarWinds, ARMIS, Ansible).
  • Provide high-level installation, configuration, documentation, management, and troubleshooting of LAN/WLAN/WAN communication equipment across assigned DHA facilities.
  • Serve as the regional point of contact for network issues, configuration management, addressing, and multi-protocol routing.
  • Advise and consult with Government staff, agencies, and other contractor representatives on network design, implementation, deployment, and management.
  • Establish and configure network firewalls, VPN devices, and intrusion detection systems (IDS) to maintain the LAN/WLAN-WAN security barrier.
  • Interpret and apply an understanding of Management Information Blocks (MIB) and MRTG to plan for high performance and minimal downtime.
  • Document network changes via tickets, written standards, and coordination with the NetMOD Network Standards Team.
  • Develop and recommend policies, procedures, and best-practice standards for LAN/WLAN/WAN operations, access, and compliance with DoD and DHA objectives.
  • Communicate proactively with key customers on the status of network support requests.
  • Lead or participate in additional projects and support efforts as needed; may be required to perform functions of subordinate labor categories when traveling to other contract sites.

Work Schedule:

Standard duty hours are 7:30 a.m.–4:30 p.m., Monday–Friday (Central Time), excluding federal holidays, with participation in a 24/7 on-call rotation for incident response as required by contract SLAs.

Requirements
  • Education/Experience: Bachelor's degree in Computer Science, Engineering, or a related technical discipline plus 5 years of directly related experience; OR completion of a certified technical/vocational program plus 10 years of directly related experience gained through progressively higher levels of complexity.
  • Mastery of core networking protocols and standards: TCP/IP, HTTP/HTTPS, SMTP, SNMP, DNS, DHCP, RSTP, VRRP, BIND, EIGRP, BGP, OSPF, PPP, HDLC, V.35, RS-449, and IEEE 802.1d/q/w, 802.3, 802.5, 802.10, 802.11, 802.3u, 802.3z standards.
  • Direct experience with synchronous/asynchronous communications, Ethernet, Fast/Gigabit Ethernet, FDDI, and ATM, along with OTDR, cable testers, network sniffers, and EIA/TIA cable standards.
  • Mastery-level experience in routed, switched, and shared LAN environments, including Microsoft OS, Windows Active Directory, UNIX, and OpenVMS, plus routers, switches, terminal servers, and local/long-haul WAN connectivity.
  • Experience supporting DoD Health Care Information Systems and expertise in Windows networks, Cisco Systems, and Orion SolarWinds.
  • Strong verbal and written communication skills, with the ability to engage effectively with Government officials, medical professionals, and technical staff.
  • Ability and willingness to travel to other contract sites as needed and perform the duties of subordinate labor categories when required.
  • Ability to obtain and maintain a security clearance

Certifications:

  • Cisco Certified Network Professional (CCNP) and Certified Information Systems Security Professional (CISSP), required. Compliance with DoD Directive 8570.01 is mandatory, including an Information Assurance Manager (IAM) Level III or equivalent certification per DoD 8570.01-M.

Preferred Qualifications:

  • Experience with Zero Trust Architectures and methodologies.
