This position is in the Colorado Department of Public Health and Environment, STI/HIV/Viral Hepatitis, has been recommended for reallocation to Program Management III.
This announcement represents the selection process for an occupied, reclassified state position. This position is open only to classified permanent employees of STI/HIV/Viral Hepatitis within the Colorado Department of Public Health and Environment. Description of Job
The Wok Unit:
The Office of STI/HIV/VH is committed to high-quality services, innovative public health practice and community partnerships. We work to ensure culturally responsive and medically accurate STI/HIV/VH related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; follow-up of people newly diagnosed with a STI/HIV/VH to ensure adequate treatment and referrals to care; access to care, partners services, and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV/VH data to direct prevention and care activities.
The purpose of the Data Analytics, Program Evaluation, and Resistant STIs (DAPER) Program within the Office of STI/HIV/VH, is to perform core data and analytic activities which support and enhance disease investigation; design and implement scientifically sound evaluations of the Office programs and ensure a mutual understanding of program activities and their intended outcomes; oversee the STI Surveillance Network (SSuN) project and partnerships; and, over see the Combatting Antimicrobial Resistant Gonorrhea and Other STIs (CARGOS) project and partnerships.
What You Will Do:
This position oversees the work of the Data Analytics and Program Evaluation units as well as the CARGOS and the SSuN projects to ensure that all work is accomplished collaboratively across the Office. Often this work includes input from other offices and branches in the Department and stakeholders in the community; it is this position's responsibility to ensure this occurs in a timely and appropriate fashion in order to meet grant deliverables and strategic goals. This position is also responsible for setting goals and objectives for the Data Analytics, Program Evaluation, and Resistant STIs (DAPES) team with a desire to increase performance and productivity. The position serves as the Office of STI/HIV/VH point of contact with the Centers for Disease Control and Prevention (CDC) and partners for the CARGOS and SSuN projects.
Key Responsibilities:
Manages the daily operation of the STI/HIV/VH DAPER team to inform planning for care and prevention related to STI/HIV/VH.
Represents the program and department with internal, local, state and national groups to present scientific and programmatic findings, influences the development of national and local STI/HIV/VH data policies and guidelines and enlists support for activities.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.
Manages, directs and oversees the fiscal aspects of the STI/HIV/VH DAPER Program; works with The Office of STI/HIV/VH fiscal support staff to develop and justify budgets, writes grants and cooperative agreement proposals to secure funding and serves as the department contact to CDC in fiscal matters related to the STI/HIV/VH DAPER cooperative agreements.
Manages the DAPER team to ensure that systems are working appropriately and accurately.
Works in collaboration with the analytics and evaluation supervisors to ensure the successful integration of data storytelling techniques into the work.
Develops and maintains collaborative and cooperative partnerships with internal groups and external agencies by soliciting input from these stakeholders on their needs relative to STI/HIV/VH data.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:Ten (10) years of relevant experience related to STI/HIV prevention and surveillance programming, including program management, data analytics, data evaluation, or closely related experience.
OR
Education and Experience:A combination of related education in Public Health, Epidemiology, Public Administration and/or relevant experience in program management related to STI/HIV programming, data analytics, data evaluation, or closely related experience, equal to ten (10) years.

CONDITIONS OF EMPLOYMENT:A pre-employment background check will be conducted as part of the selection process.
Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

Travel to conferences and stakeholder meetings as needed, typically within the state, but may travel occasionally for national conferences.
