The
Opportunities:

 Palladium is recruiting
experienced technical consultants for a five-year UK FCDO-funded programme to
strengthen Bangladesh’s financial sector. Please
note - These roles are being recruited as part of a proposal submission and are
contingent upon the successful award of the contract.

This ambitious technical
assistance initiative will support the central bank, Ministry of Finance, and
key regulatory bodies to drive systemic reform, modernise financial
infrastructure, and enhance regulatory frameworks. The programme will deploy
long-term embedded experts within institutions and mobilise short-term
specialists to provide targeted advisory support, draft legislation, and
deliver capacity-building activities.

We are looking for consultants
with proven experience in Bangladesh or comparable contexts, and expertise in
one or more of the following technical areas. Please indicate your intended area
of specialisation at the beginning of your CV.

    and policy development

Required Expertise:

Candidates should demonstrate
capability in one or more of the following areas:

Central Banking and Financial Sector Legal, Policy, and Regulatory Reform

  • Extensive expertise in financial sector law, with a focus on central banking, banking legislation, and resolution frameworks
  • Proven track record drafting and implementing key financial laws (e.g. central bank acts, bank resolution regimes, bankruptcy codes).
  • In-depth knowledge of Bangladesh’s legal and institutional architecture (Ministry of Finance, Ministry of Law, Parliament), or comparable jurisdictions.
  • Strong capability in developing regulatory impact assessments, explanatory memoranda, and consultation papers.
  • Skilled in leading and quality-assuring multi-disciplinary legal teams, including national and international experts.
  • Exceptional stakeholder engagement and consensus-building skills in politically sensitive reform environments.

Organisational Transformation and HR Reform

  • Demonstrated leadership in organisational transformation within central banks, regulators, and state-owned financial institutions.
  • Proven ability to design and execute structured change-management programmes in complex political environments.
  • Deep understanding of governance and HR frameworks in modern central banks, including delegation models, risk systems, and performance management.
  • Hands-on experience in diagnostics and future-state organisational design.
  • Capacity to manage external consultants delivering HR, governance, and organisational development assignments.
  • Strong engagement with senior government officials and development partners (IMF, World Bank, IFC, ADB).

Financial Sector Technology and Infrastructure

  • Experience designing and implementing financial infrastructure (e.g. payment systems, credit registries, open banking frameworks).
  • Ability to embed cybersecurity, data governance, and RegTech into infrastructure upgrades.
  • Proven leadership of large-scale IT and digital finance projects in central banks or similar institutions.
  • Strong knowledge of international standards (ISO 20022, BIS-CPMI, PSD2, cybersecurity frameworks).
  • Desired: Experience in public-sector IT procurement and vendor management.
  • Desired: Capacity-building for IT and supervisory staff to ensure sustainable adoption.

Financial Ecosystem Development

  • Extensive experience
    in financial inclusion, MSME finance, capital markets, and long-term
    finance ecosystem reform.
  • Proven success
    partnering with Bangladesh Bank, Ministry of Finance, and industry
    associations to design policies, pilot programmes, and accreditation
    frameworks.
  • Strong track record of
    building partnerships with banks, NBFIs, and fintechs to scale innovative
    financial products for underserved populations.
  • Solid understanding of
    international best practices in consumer protection, financial literacy,
    and professional standards.
  • Skilled in supervising
    multi-disciplinary teams and consultants delivering diagnostics, pilot
    initiatives, and capacity-building programmes.
  • Excellent analytical,
    strategy development, and stakeholder engagement skills across public and
    private sectors.
