Technical Program Manager

Overview:

The Program Manager will play a pivotal role in shaping and executing the strategy and core programs for their Department/Business Unit. The Program Manager provides operational, tactical, and administrative support to enable effective execution and delivery of multiple programs and initiatives. The Program Manager is typically a generalist with a focus on driving clarity, data integrity and systems and process optimization across their assigned programs. Additionally, the Program Manager creates, maintains, and tracks program level information and is responsible for operational reviews and driving internal alignment.

Duties and Responsibilities:

  • Take ownership of and accountability for managing, defining, and building out the specifications, action plans, and timelines of assigned programs and initiatives;
  • Serve as the primary point of contact for all internal and external stakeholders and own the delivery of concise, quality communication with this audience;
  • Create and maintain relationships with relevant individuals, teams, and organizations while designing and implementing a strategy to achieve program outcomes;
  • Work closely with internal stakeholders to establish and/or design tailored engagement and communication strategies to achieve desired participation, activation, or utilization;
  • Leverage domain knowledge, applicable metrics, and competitive market intelligence to drive strategies, educate and influence key internal stakeholders on program activities and outcomes;
  • Own the creation and implementation a communication strategy suitable for different stakeholders and audiences including newsletters, executive briefings, event participation, etc.;
  • Coordinate internal or external event planning including coordination of logistics, preparation and review of presentations, development and sourcing of collateral, etc.;
  • Proactively stay up to date on trends and developments related to domain, providing ideas and information to leadership and other stakeholders regarding best practices and trends;
  • Take ownership of driving continuous improvement in business processes and tools to enable rapid growth and scale;
  • Identify tools and processes and eliminate low value tasks, align multiple rhythms, consolidate required inputs into reduced deliverables with commonality;
  • Partner with cross functional teams to build productive relationships as the accountable resource and Subject Matter Expert;
  • Identify and support opportunities to tailor ComplexCare Solutions processes to optimize program scale, transparency, and results for strategic programs;
  • Track and manage the budget for initiatives and programs inclusive of payments and reimbursements in compliance with ComplexCare Solutions policies;
  • Serve as lead on all program marketing initiatives;
  • Lead and participate in continuous improvement initiatives and special projects, collaborating with leadership and other cross-functional colleagues as appropriate;
  • Lead complex, high-risk, multi-team AI initiatives that cut across data, engineering, security, legal, and business operations—and ensures they reach production with measurable value;
  • Proven and effective enterprise coordination, governance depth, executive visibility, and delivery leadership across multiple AI workstreams;
  • Translate business strategy into an AI roadmap and portfolio, ensure PMO governance and standards, and drive value realization and adoption across the organization;
  • Deep understanding of AI/ML/LLM lifecycle;
  • Proven ability to efficiently manage both Hybrid Agile delivery for AI;
  • Ability for turning strategy into a governed, prioritized portfolio of AI initiatives that deliver measurable business value at scale;
  • Demonstrated ability to establish AI policies, standards, and guardrails preferably in an healthcare setting
  • Guide responsible use of LLMs and third-party AI tools;
  • Prevent “pilot purgatory” by enforcing production readiness gates in collaboration with Engineering, Data, and Security and other stakeholder teams;
  • Experience with AI delivery standards and playbooks;
  • Maintain compliance with ComplexCare Solutions' policies, procedures and mission statement;
  • Adhere to all confidentiality and HIPAA requirements as outlined within ComplexCare Solutions' Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position; and
  • Fulfill those responsibilities and/or duties that may be reasonably provided by ComplexCare Solutions for the purpose of achieving operational and financial success of the Employer.

Job Requirements:

  • Minimum three years’ experience developing and managing programs;
  • Prior experience working in organizational change management/leadership and process change management
  • Demonstrated self-initiative and follow-through in a dynamic and ambiguous environment
  • Must be extremely organized, detail oriented; ability to prioritize and multitask in a fast-paced environment;
  • Able to work effectively with people at all management levels, strong interpersonal, oral and written communication skills;
  • Ability to successfully manage internal/external relationships across a complex multi-matrix organization and establish strong working partnerships across different functions;
  • Demonstrate an ownership mindset, take responsibility for outcomes and drive to make decisions and take actions that will lead to those outcomes. 
  • Experience delivering professional presentations;
  • Demonstrated experience leading programs to completion with exceptional organization and attention to detail;
  • Problem-solving and event-planning skills; and
  • Proficient skills in MS Word, PowerPoint, Excel and applicant tracking systems.
  • Travel for this position will include up to 10%.

Education:

  • Bachelor’s degree or comparable career experience is required; and
  • Project Management Institute certification or equivalent is advantageous, but not essential.

 

Compensation: $110,200 - $150,000

Annual Bonus Target: 5%
