Job Description

Qualifications and Experience:

  • The candidate shall hold a bachelor’s degree in mechanical engineering with a minimum of 10 years of experience gained by working with EPC Contractors / Consultants / Third Party Classification societies.
  • Professional certifications such as CSWIP 3.2.2, BGAS Grade 2, ISO 9001 Auditor, NDT Level II, or equivalent qualifications are preferred.
  • Strong knowledge of welding, coatings, insulation, corrosion control, and related inspection requirements.
  • Offshore training certifications, including BOSIET, H₂S, CA-EBS, and other relevant offshore safety certifications, are preferred.
  • Valid offshore medical fitness certification is preferred.
  • Experience in carrying out QA/QC verification of pressure vessel, pipeline, and heavy steel fabrication projects executed by Tier-1 EPCIC contractors is preferred. 
  • Experience in carrying out QA/QC verification of pipeline installation, cable-laying operations, hook-up activities, and green field / brown field works on offshore platforms is required. 
  • Experience in onshore pipeline inspections, topside and jacket fabrication, as well as module inspections, is essential. 
  • Experience in the inspection and certification of offshore containers, energized containers, portable offshore units, modules, preader beams, and tank containers in accordance with DNV 2.7-1, DNV 2.7-2, and DNV 2.7-3 requirements, including initial certification, periodic inspections, recertification, and compliance verification.
  • Good knowledge and understanding of the initial certification and periodic inspection requirements for portable offshore tanks, as well as DNV, IMDG, and ADR/RID tank containers, is preferred. 
  • Good knowledge of lifting gear, wire rope sling manufacturing processes, inspection requirements, certification standards, and compliance requirements is required. 
  • The candidate shall possess strong inspection, auditing, and capability assessment skills, with proven experience in conducting technical audits and compliance evaluations. 
  • Experience in Safety Critical Element (SCE) verification, auditing, and integrity assurance activities is preferred. 
  • A solid understanding of welding processes, metallurgy, fabrication techniques, and applicable industry standards is required, including AWS, ASME, API, ISO, ASNT, and NACE codes and standards. 
  • Experience in the review and approval of WPS, PQR, WPQ, and other related welding documentation and procedures. 
  • Working experience in Third-Party Certifying Authority and Technical Integrity Verification (TIV) roles on projects executed under QatarEnergy / group companies.
  • Good knowledge of ISO 9001, ISO/IEC 17020, and ISO/IEC 17065 certification processes, with practical auditing experience against these standards. 
  • Experience as a Certifying Authority for offshore pipelay operations, pipeline installation, pre-commissioning activities, and survey audits on pipelay vessels and offshore platforms is mandatory. 
  • Experience in offshore topside platforms, jacket structure fabrication yards, and offshore installation surveys as part of Technical Integrity Verification (TIV) activities. 
  • Experience in spool fabrication and inspection activities related to offshore topside piping systems is required. 
  • Knowledge of offshore coating and painting inspection requirements, including PFP, TSA coatings, and galvanizing systems. 
  • Experience in witnessing Factory Acceptance Tests (FATs), final inspections, and vendor/manufacturer inspections. 
  • Experience in planning inspection activities, scheduling and managing inspection programs, and coordinating effectively with project teams, clients, and stakeholders. 
  • Strong communication, client management, and business development skills, including proposal preparation, technical presentations, and customer relationship management, are highly desirable.
  • A proven track record in identifying new business opportunities and achieving revenue growth targets is essential.
  • Strong knowledge of market research, competitor analysis, business development strategies, and strategic planning is required.

  • Build and maintain strong relationships with existing and prospective clients to support business growth and customer retention.
  • Conduct client meetings, technical presentations, and commercial negotiations to promote the company's services and secure new business opportunities.
  • Collaborate with internal teams to develop business development strategies and achieve revenue growth targets.
  • Support the preparation of technical and commercial proposals, tender submissions, bid documentation, and client presentations.
