The Victims’ Assistance Program (VAP) is a unit in the District Attorney's Office that specializes in helping crime victims in Deschutes County. The primary function of this program is to help crime victims navigate the criminal justice system process and provide assistance that promotes establishing victim stabilization after the crime. The team works to ensure that victims are treated with dignity, respect and compassion, with a mission to involve crime victims and the community in a restorative process that diminishes the devastating impact of crime.

ABOUT THE JOB:
The Administrative Supervisor plans, organizes, supervises, and performs variety of administrative support duties for the Victims' Assistance Program within the Deschutes County District Attorney’s Office (DAO). Duties include supervising staff, completing special projects, and providing technical support to ensure effective services are provided to victims of crimes, in compliance with Oregon statutes and regulations, and DAO policies and procedures.
Key Responsibilities:- Supervises the daily activities of the Victims’ Assistance Program; screens and assigns workload; coordinates, prioritizes, and assigns tasks and projects; trains and coaches staff; monitors work, evaluates performance, and develops staff skills.
- Conducts and coordinates assigned projects and research studies; identifies and resolves problems.
- Coordinates required regulatory programs applicable to assigned area to ensure compliance; assures compliance with department procedures, standards, and goals.
- Prepares information to assist with administrative decisions and policy revisions.
- Monitors, assists and reviews documents and files, including accounting, budgets, contracts, grants, and expenditures; recommends process improvements.
- Provides caseworker services to assist victims of complicated and sensitive crimes as needed to meet workload demands.
- Works with courts and attorneys to assure victim’s rights are addressed.
Knowledge of or experience with:- County organization, operations, policies and procedures.
- DAO policies, procedures, organization, and operations.
- State regulations and standards governing the administration of victims’ rights laws for both juvenile and adult justice systems.
- Principles and protocols for the management of official documents and court records.
- Legal system and law enforcement agency procedures, protocols, and terminology.
- Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
- Compiling and analyzing operational data, preparing reports, and maintaining accurate records.
- Establishing and maintaining cooperative working relationships with co-workers, attorneys, law enforcement agencies, and other participants in the criminal justice process.
- Communicating effectively verbally and in writing.
- De-escalation and crisis intervention.

- Associate’s degree in Business or Public Administration or a related field;
- AND four (4) years of administrative support and records management experience, that includes one year of lead or supervisory experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Preferred Qualifications
- Candidates with five (5) or more years of victim advocacy experience.
- Candidates with experience supporting survivors of domestic violence, sexual assault, or other violent crimes.
- Demonstrated knowledge of and ability to apply trauma-informed practices.
Necessary Special Requirements
Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.
Must have the ability to obtain Criminal Justice Information System (CJIS) certification upon hire.
