The Texas Workforce Commission (TWC) is seeking to fill a full-time or part-time Training & Development Specialist V to join the Business Systems team in VR Program Operations. This position is selected by and reports to the Program Manager for Business Systems.

The Training & Development Specialist V performs advanced (senior-level) training work on VR Case Management Applications, e.g. ReHabWorks (RHW). Work involves analyzing training needs, coordinating and conducting training sessions using a variety of training methods and developing and evaluating training programs. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
GENERAL DUTIES:
- Plan, develop, review, revise and implement training programs, policies, and procedures.
- Conduct training in a classroom, distance learning, or e-learning environment.
- Facilitate workshops and meetings.
- Develop and/or oversee others who develop curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products.
- Design and review course evaluations and instructor evaluations for enhancement of training programs.
- Participate in the planning and developing of specialized training, staff development, continuing education programs and customized and technology-based training.
- Perform training needs assessments to determine training interventions and course development.
- Analyze training content for accessibility and recommends changes to make content accessible and remediates accessibility issues.
- Serve as a professional resource for employees and managers regarding training programs and initiatives; promotes the use of training services.
- Compile data and prepares reports.
- Assist in preparing budgets for training programs.
- May identify long-range training goals.
- May evaluate, recommend or plan supplemental training programs with private employers and state or federal agencies.
- May supervise the work of others.
- Perform related work as assigned
PREFERRED QUALIFICATIONS:
- Master's degree in Rehabilitation Counseling or Rehabilitation Management from an accredited college or university plus one year experience: 1) in interpreting/applying VR program policies/procedures, 2) planning/implementing/monitoring customer services, 3) coaching/mentoring and providing technical assistance for staff development, and 4) developing and providing training activities (or)
- Master's degree from an accredited college or university plus two years’ progressive experience working in a VR program.
MINIMUM QUALIFICATIONS:
-Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or a related field.
-Four years of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.
-One year of qualifying experience may be substituted for each year (30 semester hours) of education
